Obama rounds out econ team ahead of jobs speech (AP)

WASHINGTON ? President Barack Obama tapped labor economist Alan Krueger for a top administration post Monday as the White House scrambles for solutions to repair an ailing economy ahead of the 2012 election.

Obama announced Krueger's nomination to chair the White House Council of Economic Advisers in a Rose Garden ceremony Monday morning. The president said he expected Krueger, a former Treasury Department official and Princeton economist, to provide him with unvarnished economic guidance, not partisan political advice.

"That's more important than ever right now," Obama said. "We need folks in Washington to make decisions based on what's best for the country, not what's best for any political party or special interest."

The announcement rounding out the president's economic team comes a week ahead of Obama's highly-anticipated announcement on a new jobs initiative.

With the nation's unemployment rate stubbornly stuck above 9 percent and much of the public deeply dissatisfied with Obama's handling of the economy, the president has promised a new set of jobs proposals.

"Our great challenge as a nation remains how to get this economy growing faster," Obama said. "That's our urgent mission."

Obama has already called for an extension of a payroll tax cut that expires at the end of the year and he wants to continue jobless benefits. Aides are considering other measures, including tax incentives for businesses to hire and direct infusions of government money into construction projects. The president has said he intends to call for additional long-term deficit reduction to help pay for the short-term spending his proposals would require.

House Republicans foreshadowed their own fall agenda Monday, with Majority Leader Eric Cantor, R-Va., saying the party would focus on repealing environmental and labor regulations that GOP lawmakers say are driving up the cost of doing business and discouraging employers from hiring new workers.

In Krueger, Obama will gain an economist with expertise in unemployment and the labor market. If confirmed by the Senate, Krueger would replace previous CEA chair Austan Goolsbee, who left the administration earlier this month to return to the University of Chicago.

Goolsbee was the latest in a string of top White House economists to leave over the past year, forcing Obama to do a wholesale makeover of the economic team that came to the White House with him three years ago. Treasury Secretary Timothy Geithner is the only remaining top official left l from Obama's original economics team. Last month, the Treasury Department announced that Geithner would stay on, ending speculation he would leave the administration.

Krueger spent the first two years of the Obama administration as an assistant Treasury secretary for economic policy. In 2010, he returned to Princeton University, where he has served on the faculty for more than 20 years.

While at Treasury, Krueger worked on the popular "Cash for Clunkers" program that gave people rebates for buying new, more fuel-efficient vehicles and the HIRE Act, which gave businesses tax incentives to give jobs to the unemployed.

Krueger is likely to become an important public face for the administration on the economy. Both Goolsbee and Christina Romer, Obama's two previous CEA chairs, were frequent spokesmen for the president, appearing on television and at White House events to promote the president's policies.

That role could be even more important in the coming months, as a host of would-be Republican successors travel around the country, campaigning hard for the GOP presidential nomination by focusing, in no small part, on Obama's handling of the economy.

The national unemployment rate remains at 9.1 percent and has shown little improvement over the past year, despite the more than $800 billion stimulus program that Obama got Congress to pass not long after he took office. The depressed housing market also continues to be a drag on the economy, with fresh data out Monday showing that the number of people who signed contracts to buy homes last month fell by 1.3 percent.

Obama has also had to contend with Standard & Poor's downgrade of the U.S. credit rating earlier this year after he fought congressional Republicans for weeks for a program to slow the flow of red ink. The White House and GOP leaders ultimately agreed to a compromise deal to increase the government's borrowing authority in early August, on the cusp of default, but the S&P credit rating was lowered from AAA to AA+, nevertheless.

Appearing earlier Monday on MSNBC, Goolsbee said that "we're still in a pretty tough spot" on the economy.

"When you come out of a recession, especially one as deep as we were in, you can't just go back to do what you were doing before," he said. He said growth had picked up in 2010 but "this year we've taken some heavy blows."

Goolsbee, who is expected to play an informal role in Obama's re-election bid, said investing and focusing on the "industries of the future" are the kinds of policy directions the country needs to pursue. He also said he doesn't think that bringing another stimulus program forward is necessarily a good idea, and instead suggested tax incentives for companies to hire.

Mend company succession plans, investors urge

Many of the world's biggest companies are failing to devise solid succession plans for the brand-heroes seen as the engines behind their businesses, investors say.

With Apple Inc shareholders still reeling from last week's resignation of Steve Jobs, fund managers are worried scores of other firms lack the contingency plans to cope if scandal, illness or sudden retirement robbed them of their corporate compasses, arresting growth as a result.

"Inevitably, if you are having to do things at speed because of a crisis, you are not necessarily going to be able to get the right or best person for the job," Emma Howard Boyd, head of corporate governance at Jupiter Asset Management, said.

"From my view, it is important to have forward-planning conversations on those issues when things are stable ... because only then are investors going to become better informed when a company finds itself in these difficulties," she said.

Shareholders in Deutsche Bank AG and News Corp have recently seen their shares wobble amid uncertainty over leadership, prompting calls for clearer succession planning in an economy that punishes weak or uncommitted management.

Recognizing the potential damage power vacuums can inflict on staff morale, the Association of British Insurers (ABI) is backing a campaign to push detailed succession planning higher up the corporate agenda.

"An effective corporate governance regime sets out a framework of behavior that encourages a long-term attitude in company management and among shareholders," the ABI said in its response to the European Commission Green Paper on Corporate Governance.

"Europe's corporate governance standards can -- if rightly framed -- make a contribution to financing economic recovery."

Simon Wong, a partner at investment manager Governance for Owners, is one of a growing band of activist investors keen to see greater public dialogue on future or emergency board structures, which can snap into place when required with minimal disruption to strategy or brand.

Retailer Marks & Spencer Plc missed this kind of detailed preparation when a replacement CEO for chairman-elect Stuart Rose could not be found and investors paid the price, Wong said.

"Management appeared less able as a result of the shufflings and reshufflings to pay as much attention to the business and this hurt the bottom line," Wong said. "2008 was a difficult time for all but they underperformed in marketing, there were reported product mis-steps and the upset seemed to trickle through the group.

Failing to impress
"For me, succession planning is one of a board's key responsibilities, but one which most actually fulfill rather poorly ... While they may review it periodically, say once a year, I don't think many of them really take charge of it the way they should."

But even those companies dealing with succession issues in good time may be failing to impress.

Deutsche Bank's cumbersome plan to replace retiring CEO Josef Ackermann with dual CEOs Anshu Jain and Juergen Fitschen is seen by some analysts as likely to sow discord at one of Europe's most important financial institutions.

Wilco van Heteren, a senior engagement specialist in the responsible investing team at Robeco, said his company was increasingly involved in talks with companies with opaque succession plans to remind them of the importance of clarity when filling senior vacancies.

"The research we have done shows quite clearly that the level of employee satisfaction relating to the way succession is organized is highly correlated with financial performance in the longer term," van Heteren said.

"It is crucial that companies make succession planning a priority, that involves junior managers so they can grow into those executive roles. Because if they don't, companies risk losing their own human capital," he added.

HSBC Holdings Plc, Europe's largest bank, is also no stranger to trouble at the top. Last September it was forced to deny press reports that former CEO Michael Geoghegan -- who championed the bank's crucial Asian expansion -- had threatened to quit unless he was named successor to ex-Chairman Stephen Green.

Delta Lloyd Asset Management Portfolio Manager Angus Steel said international companies often struggled to give minority investors regular executive access in the same way smaller firms could, and minor stakeholders tended to be among the last to know when a management problem crops up.

Until this changes, Steel intends to put his client's money into a tight batch of under-researched, small-cap companies led by individuals who thrive on sparring-partner relationships with their investors.

"It is difficult to predict the future in terms of people and there does need to be more than one important person, but above all you want a highly motivated and passionate CEO who is the leader and visionary of the business," said Steel.

"If he or she is doing the job correctly, they will be empowering and mentoring people and bringing all the relevant stakeholders with them. That is a battle that requires much more transparency," he said.

That's the mantra ? and the desperate hope ? of tourism-dependent towns along the East Coast as they deal with the aftermath of Hurricane Irene, which hit just eight days before Labor Day.

Places that lost boardwalks, restaurants, roads and other fixtures in the storm are terrified the tourists will simply call it a season and stay away until next summer.

"The key is getting the word out," said Celina Moose, the manager of a kite store in in Kitty Hawk, on the Outer Banks of North Carolina. "The beaches are open. The restaurants are open. We need tourists to come back."

But that can prove easier said than done. The Jersey shore, like North Carolina, had Irene make landfall on its sands. And while the land of Snooki and The Situation fared well as a whole, some places did not.

Spring Lake lost much of its beloved synthetic boardwalk, a 2-mile miracle of modern engineering that was hailed as a national model of environmental responsibility because it used recycled plastic instead of rain forest wood as many other boardwalks do. Joggers came from miles around to run along the softer boards, which they swear are much easier on the knees than real wood.

The storm surge from Irene wiped out about 1.5 miles of the boardwalk, sending planks into the sea, while twisting others into grotesque shapes. Clearly, this is damage that can't be fixed in time for Labor Day.

So the town will have to make do with about half its beach, and very little of its boardwalk during one of the three biggest weekends of summer.

"It's going to be nowhere near what we normally have open," said Bryan Dempsey, Spring Lake's borough administrator. "We're trying everything we can, but we're not going to put anyone in danger just to have a beach day."

The beach will open on Tuesday, after officials took a helicopter to fly over the surf to make sure planks of damaged boardwalk were not floating in the waves, ready to injure swimmers.

Ocean City, N.J., is also reopening its beaches on Tuesday. Swimmers returned to the water on Monday, but without lifeguards, who had moved all their rescue equipment offshore in anticipation of the hurricane. The beach resort suffered hardly any damage at all aside from some beach erosion. Now all that remains is convincing people to come for one last summer weekend.

"We're back in business, and looking to finish out what has been a really good summer," said Frank Donato, the city's emergency management coordinator.

New Jersey Gov. Chris Christie had a fit of pique over seeing people lounging on the beach in Asbury Park as the storm approached, and after he had declared a state of emergency that led to many mandatory evacuations.

"Get the hell off the beach!" he thundered at a news conference.

But now, Christie is singing a different tune: Please get the hell back on the beach.

At a news conference Monday night, he urged people to get in their cars and go to the Jersey shore for the Labor Day weekend, predicting there would be vacancies as a result of Irene.

"Be an opportunist," he said. "You'll probably get a good price."

Elsewhere, it was much the same, as communities dug out from under the sand and looked ahead to the holiday weekend.

Judy Packer was walking her black Labrador retriever near the beach in Nags Head, N.C., part of a vacation she had planned for months. The beach house she was renting came through the storm with barely a scratch.

"If there had been substantial damage, we would have cancelled the family vacation," said Packer, a 44-year-old accountant and mother of three from New York City.

Now she plans to do the usual: Spend most of her days at the beach and going to her favorite restaurants at night.

"I just want to spend the next week unwinding," she said. "I'm just glad there wasn't much storm damage. It's good to be here."

At the Comfort Inn on the beach at Nags Head, the hotel's 105 rooms were booked solid for the week before the storm, said manager Kelly Smith. But over the last 24 hours they received 150 cancellations for the coming week. She estimated that the hotel will only be about two-thirds full over the traditionally busy Labor Day weekend, when rooms go for $160 a night.

Many of the cancellations are coming from northern states affected by Irene.

"They're saying they're cancelling because their power is off and don't know when it's coming on," Smith said. "Or they're saying their power is off, they had some damage and they don't know if they can afford the vacation anymore."

Some resorts away from the ocean actually benefited from Irene. The Smoky Mountain resort city of Gatlinburg, Tenn., reported an influx of tourists last weekend as the hurricane forecasts were issued. Some of them were coastal residents trying to escape the weather, said city spokesman Jim Davis.

Hotels on Block Island, R.I., are slashing prices and trying as hard as they can to get the word out that their area was not affected by the storm.

"Today is absolutely gorgeous," said Kathy Szabo, executive director of the Block Island Chamber of Commerce. "The ferries are running, and I sure hope that people come out. You wouldn't even know that a storm went by."

It?was a test tube with brandy jelly at the bottom, followed by layers of?liquid sponge, flamed meringue purree and topped with icy vanilla icecream. Tilting back our head at the same obtuse angle as draining a sake or vodka shot,?one long suck of this dessert tube transformed us from an unsure, tentative Dr Jekyll to a Mr Hyde with smacking lips and an evil, delighted grin.?

As our first course,?the ?Chocolate, Beetroot, Raspberry, Cocao? was the miniature stalgamite and precious ore formation as?found in the caves of?Snow White?s Seven Dwarves.?Its foundation consisted of jewel-like droplets of tart raspberry and silky chocolate, creamy parfait-like cubes of raspberry and beetroot, and crackly rocks of raspberry.?Countering the sweetness of the chocolate and raspberry, soft airy savoury splinters of beetroot wafer were wedged in to create three-dimensional stalgamites. With a colour scheme as red as Snow White?s pout, we chipped away at this formation of preciousness as carefully and as lovingly as the Seven Dwarves.

If the dessert test tube made us?grin evilly?like Dr Jekyll/Mr Hyde, and the first course conferred a soft dreamy smile of a fairytale princess, the second course of a ?Popcorn Soup? made us sigh in the same way as Goldilocks with her steamy bowl of porridge. The Popcorn Soup was as pretty to look at as porridge, but one swirl and one spoonful revealed a soulful dose of liquidised salted caramel and caramelised popcorn, balanced with a slightly medicinal tasting biscuit crumble of popcorn?that left a dry, powdery?palate.?

The final course of ?Semolina, Golden Syrup, Marmalade and Macadamia??was straight out of the mystical world of Alice in Wonderland. With a segmented body, one could almost visualise the hookah-smoking caterpillar advising Alice as to which mushroom to eat. Each segment of its body was rotatingly composed of beige macadamia nuts,?golden syrup flavoured sorbet, and?tangy?marmalade drops. A scattering of mini pop corn bits and semolina grain?interspersed with little green foliage also?conjured up an image of a forest floor. A medal-winning golden finish that left us?as grinning?Cheshire Cats.?

Contrary to many bloggers perhaps, MoMo & Coco insist on?ambience and service?to complete?a dining-out experience. Excepting a large group of student know-it-alls, the company mainly consisted of quiet duos and trios of young after-work early birds and eager-eyed locals. The atmosphere was rather cosy and moderately subdued, punctuated with gushes and sighs, albeit no Meg-Ryan-in-When-Harry-Met-Sally moments. The only problematic issue we?note is that, unless you have a photographic memory, the lack of even a small printed menu card ensures forgetfulness of irresistibles that lists ingredients rather than confer a name. Mexican army, feds raid casinos after arson attack (AP)

MONTERREY, Mexico ? Hundreds of soldiers and federal agents are raiding casinos in this northern city, authorities said Saturday, two days after an arson attack on a gambling house killed 52 people and stunned a country that had become numb to massacres and beheadings.

Security forces had so far confiscated about 1,500 slot machines at 11 casinos in Monterrey and its surroundings and arrested three people, Mexico's tax agency said. It said the continuing operation was meant to verify whether casinos had paid taxes or introduced slot machines illegally.

Thursday's arson attack by gunmen was a macabre milestone in a conflict that the government says has claimed more than 35,000 lives since President Felipe Calderon launched an offensive against drug cartels in late 2006. Others put the death toll near 40,000.

The torching of the Casino Royale has raised questions over Mexico's regulatory controls for fast-spreading gambling houses.

Authorities have not been able to reach the owners of two companies pointed out as titleholders of the casino. Jorge Domene, security spokesman for Nuevo Leon state, said an order to appear before state police has been issued for owners of the two companies, CYMSA Corp. and Vallarta Attractions and Emotions.

Casino Royale's legal representative, Juan Gomez, told reporters that the shareholders of the business were Jorge Alberto and Raul Rocha Cantu. They will meet with police when authorities set the time, Gomez said.

Their family members have been prohibited from leaving the city, he said without offering details.

During the raids, which began Friday, about 700 soldiers, federal police and Treasury Department agents seized slot machines and put them in moving trucks.

Authorities did not say the raids were related to the arson. But one of the casinos searched was also registered under Vallarta Attractions and Emotions, according to the gaming unit of Mexico's Interior Department. Information of the other locations was not immediately available.

Federal police spokesman Juan Carlos Buenrostro said additional security forces were being deployed to this industrial metropolis of more than 4 million people Saturday. Buenrostro did not specify what actions police would carry out or the number of agents who would arrive to the city.

Mayor Fernando Larrazabal said the Casino Royale and other 12 casinos violated municipal laws and were allowed to remain open after obtaining federal court injunctions.

The casino had been attacked twice before, including an incident in May when gunmen strafed it from the outside. Last month, gunmen killed 20 people at a bar in Monterrey.

Cartels often extort casinos and other businesses, threatening to attack them or burn them to the ground if they refuse to pay. But Gomez, the owners' representative, said the Casino Royale had not received extortion threats.

Speaking at a news conference televized by Milenio Television, he also said the casino had the appropriate permits and met safety standards.

Authorities have not blamed a specific drug-trafficking organization for the casino attack. But the city has been ensnared in a turf battle between the Gulf cartel and its offshoot, the Zetas, and is on track for record levels of killings this year.

A surveillance tape showed the Casino Royale building engulfed in flames in little more than two minutes after eight or nine men arrived in four cars carrying canisters into the building.

Authorities said they were still investigating whether the casino's emergency exits were blocked. But many bodies were found in offices and the bathrooms, indicating the victims were expecting a shootout.

"They sought places to protect themselves from firearms," said Jorge Camacho Rincon, the state civil protection director. "They went running to closed areas."

Most died of smoke inhalation and were found clutching cellphones, a law enforcement official who wasn't authorized to be quoted by name told The Associated Press.

Gomez said it was not the company's responsibility to compensate survivors and families of the dead.

"The casino will contribute in what it can, but it is not the company's responsibility because it did not cause this incident. The causes were beyond our control" Gomez said.

Saturday was the second day of mourning declared by Calderon, who labeled the attack the worst against civilians in the nation's recent history.

"We are facing true terrorists who have gone beyond all limits," Calderon said.

Mexicans have endured plenty of horrific crimes during their country's five-year offensive against cartels.

But the casino attack had a major impact because many of the victims were from the middle class, and not cartel foot soldiers or migrants who have become the usual targets, said Jorge Chabat, an expert in safety and drug trafficking at the Center for Research and Teaching in Economics.

"We're talking about an attack on a civilian population of a certain income," he said. "Because who was there was from the middle class, the upper middle class of an important city in Mexico."

Calderon is offering a $2.4 million reward for information leading to the capture of the casino's attackers, the same amount offered for the arrest of top drug lords. Authorities had sketches of three of the men based on interviews with 16 survivors of the fire.

The U.S. consulate in Monterrey issued an emergency message for Americans following the attack and warned consular employees and their families to avoid casinos, adult clubs and similar places "that have been targets for violence."

Exotic galaxy reveals tantalizing tale

A galaxy with a combination of characteristics never seen before is giving astronomers a tantalizing peek at processes they believe played key roles in the growth of galaxies and clusters of galaxies early in the history of the Universe.

The galaxy, dubbed Speca by the researchers, is only the second spiral, as opposed to elliptical, galaxy known to produce large, powerful jets of subatomic particles moving at nearly the speed of light. It also is one of only two galaxies to show that such activity occurred in three separate episodes.

Giant jets of superfast particles are powered by supermassive black holes at the cores of galaxies. Both elliptical and spiral galaxies harbor such black holes, but only Speca and one other spiral galaxy have been seen to produce large jets. The jets pour outward from the poles of rapidly-rotating disks of material orbiting the black hole. The on-and-off jet episodes have been seen in a dozen ellipticals, but only one other elliptical shows evidence, like Speca, for three such distinct episodes.

"This is probably the most exotic galaxy with a black hole ever seen. It has the potential to teach us new lessons about how galaxies and clusters of galaxies formed and developed into what we see today," said Ananda Hota, of the Academia Sinica Institute of Astronomy and Astrophysics (ASIAA), in Taiwan.

The scientists believe that Speca, about 1.7 billion light-years from Earth, and the 60-some other galaxies in a cluster with it are providing a look at what young galaxies and clusters may have been like when the Universe was much younger. In the young Universe, galaxies in such clusters would have been gathering up additional material, colliding with each other, undergoing bursts of star formation, and interacting with primordial material falling into the cluster from outside.

"Speca is showing evidence for many of these phenomena," Ananda said, adding that "We hope to find many more galaxies like it with future observations, and to learn more about the processes and an environment that were much more common when the Universe was a fraction of its current age."

Speca (an acronym for Spiral-host Episodic radio galaxy tracing Cluster Accretion) first came to Ananda's attention in an image that combined data from the visible-light Sloan Digital Sky Survey and the FIRST survey done with the National Science Foundation's Very Large Array (VLA) radio telescope. Followup observations with the Lulin optical telescope in Taiwan and ultraviolet data from NASA's GALEX satellite confirmed that the giant lobes of radio emission, usually seen coming from elliptical galaxies, were coming from a spiral galaxy with ongoing star formation.

Ananda's team also examined the galaxy in images from the NRAO VLA Sky Survey (NVSS), then made new observations with the Giant Meterwave Radio Telescope (GMRT) in India, which observes at longer wavelengths than the VLA and is the premier telescope for observing at those long wavelengths.

With this impressive variety of data from across the electromagnetic spectrum, the researchers unraveled the galaxy's complex and fascinating history.

The radio images from the VLA FIRST survey had shown one pair of radio-emitting lobes. The VLA's NVSS images showed another, distinct pair of lobes farther from the galaxy. The GMRT images confirmed this second pair, but showed another, smaller pair close to the galaxy, presumably produced by the most-recently ejected jet particles.

"By using these multiple sets of data, we found clear evidence for three distinct epochs of jet activity," Ananda explained.

The biggest surprise -- the low-frequency nature of the oldest, outermost lobes -- gave a valuable clue about the galaxy's -- and the cluster's -- environment. The outermost radio-emitting lobes are old enough that their particles should have lost most of their energy and ceased to produce radio emission.

"We think these old, relic lobes have been 're-lighted' by shock waves from rapidly-moving material falling into the cluster of galaxies as the cluster continues to accrete matter," said Ananda.

"All these phenomena combined in one galaxy make Speca and its neighbors a valuable laboratory for studying how galaxies and clusters evolved billions of years ago," Ananda said.

Sandeep K. Sirothia of India's National Centre for Radio Astrophysics, Tata Institute of Fundamental Research (NCRA-TIFR) said, "The ongoing low-frequency TIFR GMRT Sky Survey will find many more relic radio lobes of past black hole activity and energetic phenomena in clusters of galaxies like those we found in Speca."

Govind Swarup of NCRA-TIFR, who is not part of the team, described the finding as "an outstanding discovery that is very important for cluster formation models and highlights the importance of sensitive observations at meter wavelengths provided by the GMRT."

In addition to Ananda and Sandeep, the research team includes: Youichi Ohyama, Chiranjib Konar, and Satoki Matsuchita of ASIAA; Suk Kim and Soo-Chang Rey of Chungnam National University in Korea; D.J. Saikia of NCRA and Judith H. Croston of the University of Southampton in England. The scientists published their findings in the letters of the Monthly Notices of the Royal Astronomical Society.

Beth Krohn was fishing last month on Lake Ida in Alexandria. She says her line kept snagging on something, and that she hoped it wasn't a dead body.

A KSAX-TV report (http://bit.ly/q1jrRF ) says her catch turned out to be a prosthetic leg belonging to Pam Riley of Morris.

Krohn returned the leg to Riley after tracking her down through a prosthetic limb manufacturer in Alexandria.

Krohn says she's proud of the catch, comparing it to going deer hunting and shooting the biggest buck.

Riley says she always wondered what someone would think if they saw a leg surfacing in a lake.

Fed's $1.2 Trillion In Financial Sector Loans 'A Classic Case Of ...

During the 2008 financial crisis, when the nation's banking system seemed on the verge of collapse, President George W. Bush authorized a $700 billion bailout of the financial industry. The U.S. Treasury implemented that program, known as TARP, in an effort to stave off economic catastrophe.

At the same time, and in the years that followed, the Federal Reserve was undertaking its own rescue operation, in the form of private, previously undisclosed loans to banks and other institutions -- lending as much as $1.2 trillion, nearly twice the amount of the Treasury bailout, according to a data analysis performed by Bloomberg News and published on Monday.

The scope of the Fed's private lending had previously only been guessed at, but figures obtained under the Freedom of Information Act by Bloomberg News show that the nation's central banker issued loans to more than 300 institutions between August 2007 and April 2010, including over 100 loans of $1 billion or more.

While the Fed's loans likely helped to prevent a complete implosion of the global banking system, analysts say they fear the loans may have contributed to an atmosphere of complacency on Wall Street. Banks that received emergency cash infusions during the crisis may now believe the Fed will always be there to bail them out of trouble, the thinking goes.

"It is a classic case of moral hazard," Dimitri Papadimitriou, president of the Levy Economics Institute of Bard College, told The Huffington Post.

The Federal Reserve itself had argued that the details of its emergency loans should be kept out of the public eye, claiming that the reputations of the firms involved could suffer if they were seen to be taking money from the government in order to stay afloat. Many of the banks that borrowed from the Fed had previously appealed to the Supreme Court to keep those records secret.

However, an invocation of the Freedom of Information Act forced the Fed to release more than 29,000 pages of documents, revealing the extent to which the financial sector relied on Federal Reserve dollars during the worst days of the crisis.

Given the extraordinary size of the loans, the public has a right to know what happened, said David Jones, an executive professor at the Lutgert College of Business at Florida Gulf Coast University.

"It's completely valid at some point to say, 'Who did the borrowing?'" Jones told The Huffington Post. "It was appropriate, under this special set of circumstances, to divulge the information."

Among the largest borrowers were Bank of America, which borrowed $91.4 billion; Goldman Sachs, which was in debt for $69 billion; JPMorgan Chase, which borrowed $68.6 billion; Citigroup, which borrowed $99.5 billion and Morgan Stanley, the biggest borrower of all, to which the Fed loaned $107 billion.

In addition, the Fed issued sizable loans to a number of foreign banks, including the Royal Bank of Scotland, which borrowed $84.5 billion; Credit Suisse Group, which borrowed $60.8 billion and Germany's Deutsche Bank, to which the Fed lent $66 billion. Nearly half of the 30 largest borrowers were European firms, according to Bloomberg News.

While the amount of lending that took place is remarkable, some argue that the Fed's error was not in issuing the loans, but rather in doing so without setting stronger policy reform conditions for the money.

Dean Baker, co-director of the Center for Economic and Policy Research, told The Huffington Post that Federal Reserve Chairman Ben Bernanke could have attached a "quid pro quo" to the emergency loans -- stipulating, for example, that the money would only come through if the banks agreed to do business in a less risky way going forward.

"This is the moment all the banks were on their backs," Baker said. "The Fed ran to the rescue and got nothing in return."

A previous disclosure in December found that the Fed issued $9 trillion in low-interest overnight loans to banks and other Wall Street companies during the crisis. The $1.2 trillion figure represents the peak amount of outstanding loans, which occurred on December 5, 2008, according to Bloomberg News.

Some critics contend that while the Fed was right to support the financial sector, the government didn't do enough to help ordinary citizens who were also seeing their wealth evaporate during the crisis.

Papadimitriou told The Huffington Post that the Fed issued many of its biggest loans during the Bush administration, and that "they didn't appear to have any difficulty supporting the financial sector, but very much difficulty supporting the real sector, households."

Consumer spending suffered and unemployment spiked in the wake of the financial crisis, and the economy remains weak today. Output is low, consumer confidence is down and millions are still out of work -- factors that have some economists worried about the possibility of a double-dip recession.

The TARP bailout, led by the Treasury, was the subject of much popular ire when it occurred, since it was seen as a case of the government throwing money at the financial sector at the expense of everyday Americans. Similarly, the Fed's $1.2 trillion in emergency loans were primarily aimed at keeping major financial institutions on their feet.

"One would assume banks are too interconnected, you have to help all of them," Papadimitriou said. "But if you take households in total, they are also all interconnected. They are also too big to fail."
