Salt Spring Island full of Canada Day fun

The Salt Spring Island Chamber of Commerce is confident a wider range of events and activities during this year?s Canada Day long weekend will have something special for people of all ages and interests.

The celebration kicks off well before the big day with the opening reception of the Fine Art Signature Showcase exhibit between 5 and 8 p.m. at ArtSpring on Friday, June 29.

Look for plenty of antique and classic cars throughout the Ganges area on Saturday, June 30 from 2:40 p.m. as drivers ?cruze? through Ganges, and ?do the loop? along Vesuvius Bay Road, Sunset Drive, North End and Beach roads, then Walkers Hook, Robinson and Upper Ganges roads.

People should keep those engines running for Saturday night?s nostalgic 1950s-styled sock hop dance at the Lions Hall at 8 p.m. Tickets for the event are $10 per person and the best-dressed dancer in 1950s-era costume will receive a wine basket.

Then on Sunday, July 1, the 11th annual Salt Spring Show and Shine classic car show runs at the hydro field off Rainbow Road from 10 a.m. to 3 p.m. Admission is free to the event hosted by the Salt Spring Car Club in conjunction with the Chamber of Commerce. It?s also part of a multi-day classic car tour with stops in Sidney, Chemainus, Duncan and South Cowichan.

Canada Day also features a special edition Sunday market, live music and Saanich-Gulf Islands MP Elizabeth May cutting the cake along with local trustees Peter Grove and George Grams. People can try to guess the number of soccer balls inside the Honda Fit display car for a chance to win a floatplane trip to Vancouver aboard Harbour Air Seaplanes.

Look for a free program that includes a description of the fire department?s long-standing involvement with the familiar Canada Day fireworks display at Ganges Harbour. The pamphlet also includes information about the techniques used to time the blasts and create different colours.

Children can get a goodie bag, hot dogs, pop and cookies before Sunday night?s fireworks show at the Thrifty Foods Kidz Zone. The event, held at Rotary Park between 8 and 10 p.m., includes face painting, a kite-flying contest, outdoor games and many more activities to pass the time before the main event gets underway at Ganges Harbour at dusk.

Brain cancer claims Twins minor leaguer Paul Bargas, 23 | Cancer ...

Paul Bargas developed brain cancer and never got to pitch in a single game after the Twins acquired him from the Rockies in a December 2010 trade for catcher Jose Morales, but Bargas won?t soon be forgotten by the Twins.

He died Tuesday at age 23.

?It was incredibly inspirational to get to know him,? Twins assistant general manager Rob Antony said Wednesday.

Antony and Twins scout John Leavitt went to visit Bargas at the UCLA Medical Center on April 30, when the team was in Southern California to play the Angels.

?We went into his hospital room, and this kid was struggling,? Antony said. ?He hadn?t eaten in days. You could tell he was weak. You just don?t know how they?re going to respond. But he kept saying, ?I?m all right, I?m all right.? He just wanted to talk baseball.?

Bargas, who posted a 3.59 ERA in 58 relief appearances for the Rockies? Class A Asheville affiliate in 2010, started feeling severe headaches the winter after the trade. The Twins quickly got him to the hospital after he reported to spring training in 2011. He tried making a comeback last winter before the cancer returned.

?He and his family kept telling us how much they appreciated everything the Twins had done for them,? Antony said. ?I walked out of there and probably got more out of it than anybody else, seeing what a positive outlook he had.?

Waldrop promoted

The Twins optioned righthander Jeff Manship to Class AAA Rochester and recalled righthander Kyle Waldrop after Manship gave up three more runs Wednesday against the White Sox, raising his ERA to 10.97.

Waldrop, who started the year on the disabled list because of a strained elbow, posted a 1.26 ERA in nine games for Rochester.

?Jeff?s been kind of scuffling; I think we?ve all seen that,? manager Ron Gardenhire said. ?And Waldrop?s back healthy, throwing the ball well. We?ll see how he does up here.?

Span OK after collision

Denard Span said he was shaken up after hitting his head against the center field wall, trying to make a leaping catch on A.J. Pierzynski?s seventh-inning triple.

Span waved off Gardenhire and finished the seventh, but the manager removed him the next inning, with the White Sox leading 10-2.

(AP) ? Barring a last-minute deal, House Republicans plan historic votes Thursday to hold Attorney General Eric Holder in civil and criminal contempt of Congress for refusing to turn over documents related to a bungled gun-tracking operation.

A sitting attorney general never has been held in contempt and Republicans picked an odd day to set a precedent. They scheduled the votes the same day the Supreme Court was deciding the legality of President Barack Obama's health care law.

Passage of the contempt resolutions was not in doubt. Republicans control the House, and are likely to pick up Democrats who support the National Rifle Association. The NRA said it's keeping score on how members vote, partly because the gun owners' group believes the Obama administration wanted to use the program ? called Operation Fast and Furious ? to make the case for more gun control.

Rep. John Dingell, D-Mich., the longest serving House member and normally an NRA supporter, said Wednesday he would not back the contempt resolutions but instead wants the House Oversight and Government Reform Committee to conduct a more thorough investigation.

The criminal contempt resolution would send the matter to the U.S. attorney for the District of Columbia, who is under Holder. The civil contempt resolution would allow the House to go to court in an effort to force Holder to turn over documents the Oversight Committee wants. In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government.

The House is unlikely to get the documents anytime soon, because Obama has invoked a broad form of executive privilege, which protects from disclosure internal documents from executive branch agencies.

Republicans want to focus on the economy and health care in an election year. They're hoping the diversion of holding the nation's chief law enforcement officer in contempt will not muddle their message.

Democrats have kept up steady criticism, accusing the GOP majority of trying to embarrass the administration and rushing to judgment rather than putting more effort into a compromise that could give Republicans the documents they want.

Maryland Rep. Elijah Cummings, the top Democrat on the Oversight Committee, said a committee report recommending contempt had more than 100 mischaracterizations, omissions and errors. He said the dispute could be settled if House Speaker John Boehner became personally involved in negotiations.

In Operation Fast and Furious, agents of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Arizona abandoned the agency's usual practice of intercepting all weapons they believed to be illicitly purchased. Instead, the goal of the tactic known as "gun-walking" was to track such weapons to high-level arms traffickers who long had eluded prosecution and to dismantle their networks.

Gun-walking long has been barred by Justice Department policy, but federal agents in Arizona experimented with it in at least two investigations during the George W. Bush administration before Fast and Furious. The agents in Arizona lost track of several hundred weapons in Fast and Furious.

Two of the guns turned up at the scene where border agent Brian Terry was killed in Arizona in a shootout with Mexican bandits.

Ironically, the documents at the heart of the current argument are not directly related to the workings of Operation Fast and Furious. Rather, they are internal Justice Department communications after February 2011, when the Obama administration falsely told Congress that guns were not allowed to "walk" to Mexico. The department has given the Oversight Committee's chairman, Rep. Darrell Issa, R-Calif., 7,600 documents on the operation itself.

Fast and Furious had been shut down by the time of the false information, but Issa wants documents showing deliberations during the 10 months it took for the administration to acknowledge the error.

Issa told the House Rules Committee on Wednesday that he had no evidence that Holder personally knew that guns were allowed to "walk." But he has suspected some Justice Department officials were part of a cover-up.

Democrats insisted the administration did nothing wrong, and said Republicans were just playing politics.

"It has all the trappings of a witch hunt," said Rep. Louise Slaughter of New York, the top Democrat on the Rules Committee. "I don't think there's any way we're doing justice to Brian Terry with what we're doing today."

Issa, however, said the documents he wants are essential to learn who in the administration produced a February 2011 letter with false information.

Referring to Justice Department officials, Issa said, "When did they know we were lied to and what did they do about it?"

Issa also said closure was needed for Terry's family.

White House spokesman Jay Carney said Wednesday that the public would view the vote as "political theater" and "gamesmanship."

Carney said the Justice Department and the White House on Tuesday had shown House Republicans a representative sample of the documents they were seeking. He said the administration's offer would have provided "unprecedented access" to internal communications about how it responded to congressional inquiries into the Fast and Furious program.

Relationship quality falls when couples move in together, a new study suggests. Good news, though: It does improve your sex life (temporarily).

Quickly moving in with your honey may be the kiss of death for some couples. New research indicates that couples who move in together before they get engaged or married are less happy and less likely to stay together than couples who wait.

The researchers contend that couples who eventually get married after living together are armed with a double dose of arguments ? those from the early relationship (like jealousy) and from the marriage (household chores and bills) ? that eventually can tank the relationship.

?In lots of ways, moving in together makes sense; why wouldn?t you want to live together and test it out? But the process to test makes it harder to end the relationship,? which in turn makes it more likely that the unenthusiastic couple will just slide into an unhappy marriage, study researcher Galena Rhoades of the University of Denver told LiveScience. ?We need to find some ways that couples can have that test without making it harder to break up.?



Cohabitation conundrum

The researchers used survey data from 1,294 individuals, ages 18 to 35, who were unmarried but in a romantic relationship. Of the participants, 880 were not living with their partner; the other 414 were.

While the cohabitating couples showed more commitment, they also showed less satisfaction, more negative communication (such as yelling or name-calling) and more physical aggression than couples who didn?t live together, the researchers found. [7 Personality Traits You Should Change]

A second study followed up on 161 of the living-by-themselves group (103 women, 58 men) who later moved in with their partners. These participants were surveyed six times over 20 months to see how their relationship changed during the move-in process.

The responses showed that the couples? frequency of sex increased for a short time after they moved in together, but the responses also showed overall declines in relationship quality and commitment.

Trapped and in trouble

The researchers said cohabitating couples may feel more trapped in their situation, because they?ve signed a lease, share the bills or co-own a pet. This can lead to them marrying because it?s the right thing (or the logical thing) to do, but such couples tend to divorce quickly.

?What I imagine, those who get a divorce relatively early in marriage, the conflict got to the level where they feel they couldn?t manage it anymore,? Rhoades said. ?That conflict gets to the point where it outweighs the positives in the relationship or the constraints that might have kept the couple together.?

Not all cohabitation relationships go this way, the researchers acknowledge. Still, as these intermediate relationships become more common, it?s important to understand the impact on happiness and commitment, they said.

?It?s important to think about the reasons why people are living together,? Rhoades said. ?And maybe we need to come up with some better ways to negotiate that transition to living together.?

The researchers suggest that when a couple moves in together, they should have the same social and emotional support from their community as newly engaged or newlywed couples do ? which may come in the form of counseling and classes to teach them how to better communicate.

Smallest and largest fetuses at greater risk of being stillborn, research finds

ScienceDaily (June 25, 2012) ? The tiniest and the heaviest fetuses are at much higher risk of being stillborn than those of average weight, new research has found.

Fetuses who are "severely small for gestational age," or weigh below the bottom one percentile of all fetuses, disproportionately account for about six per cent of all stillbirths, according to researchers at St. Michael's Hospital.

Fetuses that are "severely large for gestational age," or weigh above the 99th percentile, account for nearly one per cent of stillbirths. "In this study of all registered liveborn and stillborn infants in Ontario, extreme underweight and overweight states confer the highest risk of stillbirth," said Drs. Joel Ray and Marcelo Urquia, authors of the paper that appears in the current issue of the Journal of Perinatology.

Stillbirth is traditionally defined as the death of a fetus at more than 23 weeks of gestation weighing 500 grams or more. However, Drs. Ray and Urquia included babies born starting as early as 20 weeks of gestation on the grounds that maternal-fetal bonding is well established at that point, since most mothers-to-be have undergone a Level 2 ultrasound detailing the unborn baby's developing bones and organs.

Including those babies provides new information about the degree to which low and high weights are associated with stillbirths, including those before the point of viability, Dr. Ray said. That, in turn, may help doctors better decide at which time point it is better to allow a pregnancy to continue so the fetus can grow, or to deliver a premature baby who might otherwise die in the womb.

The rate of stillbirths in industrialized countries is about six per 1,000, of which half occur after 27 weeks of gestation. In poorer countries, the rate is up to five times higher. Stillbirths are more common than the death of a baby after birth, such as from prematurity or as a result of Sudden Infant Death Syndrome. Yet, stillbirths have largely been ignored by our society, especially in terms of their emotional effect on the mother, her partner and extended family, Dr. Ray said.

The researchers examined records of all 767,016 live births and all 4,697 stillbirths in Ontario between 2002 and 2007. They said that because they looked at so many births, they could also make statistically precise estimations of the impact of extremely low birthweight on the risk of stillbirth.

They found that 19 per cent of stillbirths occur in fetuses under the tenth percentile of weight. But being below the first percentile of weight meant the fetus faced a 9.5 times higher risk of being stillborn than babies who are within the average weight range, between the 40th to 60th weight percentiles.

Dr. Ray said that when fetuses are severely small for gestational age, it usually means there is a problem with the placenta. Fetuses who are severely large for gestational age generally so because of the mom having diabetes or obesity.

The authors conclude that since more than 95 per cent of women in the industrialized world receive a Level 2 anatomical ultrasound before 22 weeks gestation, fetal weight should be estimated and reported at this time of the ultrasound, as a standard practice. In doing so, the early presence of a small or large fetus may help guide ongoing ultrasound surveillance for growth and well-being.

Tropical Storm Debby puts damper on Fla. vacations

ST. GEORGE ISLAND, Fla. (AP) ? Debby, the guest that wouldn't leave, is ruining things for a lot of other visitors.

Vacationers were wearing ponchos instead of swimsuits at the peak of the summer season because of the tropical storm, which has drenched Florida for at least four days straight like a giant shower head set up over the state's Gulf Coast. Debby has dumped as much as 26 inches of rain in some spots.

Disney World wasn't as crowded as usual, and one of its water parks closed because of the soggy, windy weather. Also, Sea World closed early on Monday.

Along the Florida Panhandle, where Debby sat offshore nearly motionless for days, the parking lot at the 100-room Buccaneer Inn was empty because of a power outage ahead of the usually big pre-July Fourth weekend.

"We've had bad luck on this island," said the inn's vice president, JoAnn Shiver. "We've had Dennis. We've had Katrina. We had the oil spill."

In a state where the biggest attractions are the sand and the sun, Debby forced many to make other plans.

Douglas and Carolyn Green of Nashville, Tenn., were supposed to spend a week on St. George Island with three generations of family, but arrived to find the electricity was out and the bridge closed to non-residents for fear of looters. They spent Monday night in nearby Apalachicola, and then all nine relatives headed to Fort Walton Beach.

"We never saw the island," said Douglas Green. "We're moving on. Plan B, I guess you'd call it."

Debby finally blew ashore Tuesday afternoon near Steinhatchee in the Big Bend area, the crook of Florida's elbow. It had sustained winds near 40 mph, barely a tropical storm. It is expected to cross the state and head into the Atlantic on Wednesday afternoon.

Several areas in northern Florida have received more than 10 inches of rain, and forecasters said southeastern Georgia could expect the same. Wakulla, an area in northwestern Florida known for camping and canoeing, has gotten more than 26 inches.

A woman was killed in a tornado spun off from the storm, and a man disappeared in the rough surf over the weekend in Alabama. The storm knocked out power to 250,000 homes and business since it began over the weekend, but electricity had been restored to all but about 35,000 customers. Debby has caused mostly scattered flooding, but forecasters warned it could get worse.

"Even though the winds are coming down, the rain threat continues," said James Franklin at the National Hurricane Center. "We expect another 4 to 8 inches, in some of these areas up in north Florida, in particular."

President Barack Obama called Florida Gov. Rick Scott and promised the state will have "no unmet needs" as it deals with the flooding, White House spokesman Jay Carney said.

In New Port Richey, a suburb about 30 miles north of Tampa, most of the 170-plus elevated homes at the Suncoast Gateway park for retirees had water underneath them. Several dozen homeowners decided to stay, despite having no electricity or tap water.

Some of those who left returned by kayak to collect their belongings.

Luisa Santoro decided to flee on Tuesday. Wearing rubber boots, she returned briefly to get her cat.

"My cat is atop the furniture," she said in Spanish, adding that her home was dry but that she feared a swollen retention pond nearby would rise further.

Portions of Interstate 10, the main east-west highway across northern Florida, were shut down because of flooding.

In Apalachicola, the hugely popular Boss Oyster restaurant was closed for the third day in a row after the rain overwhelmed the sewers and knocked out drinking water.

"We've taken a hit," said manager Matthew Bouzemann, adding that normally up to 800 customers a day would be coming in for the oysters.

In the Panama City Beach area, there was no exodus of tourists, said Jennifer Jenkins, executive director for the Gulf County tourism council. But it wasn't business as usual.

"I think most people went to the grocery store, maybe bought some board games and just decided to hang out till it's over," she said.

For-profit colleges could lose federal student aid

Former students in career-training programs at dozens of for-profit institutions have had so much trouble paying off their loans that the schools could lose access to federal student aid if they don't improve, new data from the U.S. Department of Education finds.

The Education Department reported that at 193 programs at 93 schools, students were unable to meet any of three measures under the agency's new "gainful employment" rule. The new regulations, announced by the Obama administration last year, are aimed at making sure students in career-training programs at for-profit, nonprofit and public institutions are able to get a job and pay off their student loans when they graduate.

The programs include Everest College's paralegal training in Salt Lake City and more than 40 other programs operated by Corinthian Colleges, one of the nation's largest higher education companies; chef training at Le Cordon Bleu College of Culinary Arts in Austin, Texas; and the medical assistant program at Sanford-Brown College in McLean, Va.

"Career colleges have a responsibility to prepare people for jobs at a price they can afford," Education Secretary Arne Duncan said. "Schools that cannot meet these very reasonable standards are on notice: invest in your students' success, or taxpayers can no longer invest in you."

The Education Department considers former students "gainfully employed" if the program they participated in meets one of three metrics: The estimated annual loan payments for a typical graduate does not exceed 30 percent of his or her discretionary income or 12 percent of total earnings; or at least 35 percent of former students are repaying their loans.

"These aren't the strictest standards to live up to," said Stephen Burd, a senior policy analyst at the New America Foundation, a nonpartisan public policy institute. That there are programs at 93 schools that don't meet any of the three "should raise alarms, and the fact we aren't doing anything about them for a long while from now is worrisome."

Steve Gunderson, president and CEO of the Association of Private Sector Colleges and Universities, which represents for-profits, said the department's regulation doesn't accurately measure the services provided by career colleges and could result in thousands of students losing access to postsecondary education.

"America faces a demand for eight to 23 million workers with postsecondary education over the next decade, but this regulation seeks to only impose a series of faulty numerical measures that ignore the economic reality of inner-city and rural areas, education's long-term benefits and the will of the Congress," he said.

He said some schools have not received rates for all of their programs and that there have been reports that student and loan files are incorrect and that the department does not have the right data on the amount of federal debt for students or schools.

Twelve percent of all students in higher education attend a for-profit institution, yet they represent 46 percent of all student loan dollars in default. While students who attend community colleges usually do not have to borrow money to enroll, the median federal student loan debt for a student earning an associate's degree at a for-profit was $14,000.

Meanwhile, for more than a quarter of for-profit schools, 80 percent of their revenue consists of federal student aid, the Department of Education said in announcing the finalized rule last year.

Many non-traditional, adult students attend for-profit schools because of their flexible schedules, but critics say they have weaker student outcomes and that quality varies widely. Twenty-eight percent of students who enrolled in a bachelor's degree program at private, for-profit institutions in the fall of 2004 graduated within six years. The six-year graduation rate for a student at a private nonprofit institution, meanwhile, was double, at 65 percent. At public institutions, the graduation rate was 56 percent.

The department has estimated 8 percent of all career programs would fail to meet the three benchmarks at some point in time, while only 2 percent would eventually lose student aid eligibility.

The data being released Wednesday covers 3,695 programs in 1,335 schools over a two-year period. Of those, 35 percent met all three measurements; 31 percent met two; 29 percent met one and 5 percent did not meet any of the three metrics.

Kent Jenkins Jr., a spokesman for Corinthian Colleges, said the vast majority of their programs are in compliance with the regulation. He said that the department evaluated 637 of their training programs and that 93 percent complied with the regulation.

Of those that failed all three metrics, Jenkins said they have eliminated or are in the process of eliminating 13. He said they believe another 21 programs would be in compliance using data from the Bureau of Labor Statistics.

"That leaves a very small number of programs with issues, and we will of course take actions to address those," Jenkins said.

Burd said many had expected the number who failed all three of the benchmarks to be much higher. Nonetheless, he said the data raises serious questions about the quality of training that students are receiving at institutions that didn't meet any of the benchmarks.

"If we're seeing they're failing all three metrics and we're not taking any action related to that, it's putting students in harm's way," he said.

All of the data to be released Wednesday is strictly for informational purposes and to give the schools an opportunity to review and work on improving their student outcomes, the department said. Enforcement will begin this fall, though schools would need to fail for three out of four years in order to lose access to federal student aid.

Say Anything ? Heidi Heitkamp Still Playing The Breast Cancer Card ...

A week ago liberal Senate candidate Heidi Heitkamp unveiled a bizarre ad in which she invoked her past battle with breast cancer as a shield against criticism of her record on Obamacare.

This week a reader forwards to me a fundraising pitch, sent out by the candidate?s sister, which again invokes breast cancer. Here?s the text of the pitch:

I?ll never forget the day twelve years ago when my sister Heidi gathered the family at our lakeside cabin, and told us all the devastating news ? that she had been diagnosed with breast cancer.

All of us took the news very hard. In the end, it was Heidi that began comforting us, saying she wasn?t going to sit around feeling sorry for herself. Heidi beat cancer, and I saw firsthand her determination and tireless effort, qualities that I know she will use to do what?s best for North Dakotans.

Sending Heidi to the Senate will come down to getting her message out to voters from the oil patch in the far west to the Red River Valley in the east, and everywhere in between. They need to know the real Heidi ? not the distorted image crafted by Karl Rove.

It?s ironic that the fundraising pitch mentions that North Dakotans were ?there for? Heitkamp 12 years ago after she announced she had breast cancer. That was in the midst of her 2000 campaign for governor, a contest she lost.

I?m sure we?re all glad that Heitkamp beat cancer and is, by all accounts, healthy now. I know I am. While I think Heitkamp would be a terrible leader for the state and the nation, I wish her no personal misfortune.

That being said, invoking this illness as inoculation against criticism is beyond crass, especially for a candidate who fashions herself as appealing to feminists. A woman playing at victim, and casting men like Karl Rove and her opponent Rick Berg as attacking her, is hardly in keeping with feminist ideals.

But hey, whatever it takes to win, right? If there?s one thing that can be said about Heitkamp it?s that she is ruthlessly ambitious.

What a kind and wise movie this is.

[The] film is built around performances by two real-life brothers who are as unaffected, spirited and lovable as I can imagine, and one of the pleasures of "I Wish" is simply spending time with them.

Transforms the commonplace into the extraordinary.

It's about the wonders of everyday life, and of childhood imagination.

The sort of small film of real consequence that, as a kid, I remember seeing and completely losing myself in: That was my life.

A wistful heartbreaker from the Japanese master of quiet observation, Hirokazu Kore-eda.

Like a train, "I Wish" is slow to build momentum, then it carries us away in a wondrous rush.

You watch it remembering the days when you should have walked but simply had to run, and when you believed that, if you wished hard enough, your dead pet just might come back again.

Despite its youthful perspective on adult concerns, the feature generates a few profound moments of basic need in the midst of an atypical men-on-a-mission film.

The lives of the children in "I Wish" seem to be expanding in front of our eyes, as evidenced by their changing wishes, which become bigger and more beautiful as their plan proceeds.

A flurry of details that reveal a grand canvas of love and loyalty if we take a step back.

A film that moves a bit too slowly for its own good but has remarkable cumulative strength by its emotional finale.

At its worst, I Wish is static. At its best, it has the warmth and subtlety of classic Asian works by Edward Yang and Yasujiro Ozu.

Koreeda's like a modern Ozu, documenting the trickle down effect of global economic changes on once strongly held traditions of Japanese family life.

Wistful, light and sweet.

A lovely, authentic exploration of family bonds tested by separation. Though the film is overlong at 128 minutes, it is a warm and wise winner.

If the Dardenne brothers were Japanese instead of French-Belgian, or perhaps set out to craft a homage to Yasujiro Ozu that was crossed with a whimsical yet melancholic version of The Parent Trap, it might well resemble this.

All of the kids in "I Wish" come across as real and believable, a tribute to Koreeda's directing skills working with children.

Never for a moment did I think that the two boys at the heart of Hirokazu Kore-eda's simply told and layered film I Wish were actors.

BIS backs banking union to ease euro zone crisis

LONDON (Reuters) - Creating a banking union for the euro zone could break the fever gripping the shared currency and buy time for governments to put the euro on a viable long-term footing, the Bank for International Settlements said on Sunday.

The endorsement by the BIS, a global forum for central banks, will add momentum to proposals for a single supervisor for big euro area banks, pan-European deposit insurance and a fund to wind down cross-border lenders in trouble.

The ideas will be discussed at a European Union summit in Brussels on June 28/29, the 19th such meeting to try to quell the euro zone's 2-1/2-year-old debt and banking crisis.

The crisis is complicated by the interdependence of heavily indebted governments and the banks that help to finance them by buying their bonds. Germany, the EU's paymaster, is opposed to asking its taxpayers to backstop other countries' banks.

"If adopted, these measures will break the adverse feedback between the banks and the sovereign and other destructive links that are making the crisis so severe," the BIS, based in Basel, Switzerland, said in its annual report.

Common banking rules would shore up confidence in the euro because depositors would no longer have a reason to flee lenders they fear might fail, the BIS said. Greek banks have lost about 30 percent of their deposits since the start of 2010.
