Some miscellaneous thoughts:

First off, back a few days ago, an anonymous commenter asked

All you need is a laptop and the Hackrf USB radio, throw on a GUI that makes signal strength and frequency selection easy, encryption and frequency hop loads, and you've got a military grade radio.?
I haven't kept up with this tech - the last time I saw similar things (and it may have been a dead end on the Internet) it was certainly not military grade, and I wasn't even sure it was Belkin grade.? That is, I'm not sure it was as good as commercial WiFi you can buy anywhere pretty cheaply.? I can't say I'm an expert at this, having just looked it over, but this is not a usable radio; it's a digital board that allows you to experiment with software defined radios (SDRs). ? The HackRF page on Ars Electronica says
There are relatively few people in the world with the knowledge and tools required to develop new radio communications hardware, but there are many millions of people who have the ability to program a computer. General purpose computers are widely deployed, and opportunities to learn how to program them are available to a huge number of people.? The difference is that HackRF doesn't seem to have any receiver sophistication and only a very low power transmitter stage that I can see.? I freely admit I could be wrong, but the block diagram sure doesn't show anything.? One of the paradoxes of SDRs is that they don't eliminate the need for filters; if anything, they become more important due to the aliases they respond to.? He describes it as combining "Licorice, Lemondrop, and Jellybean into a single USB-powered software radio".? Maybe I'm searching in all the wrong places, but a few searches with Bing retrieve nothing on them.? I don't think this is a GUI away from being useful, but hey!, prove me wrong!

SDRs for experimenters are not new at all.? Hams play with SoftRock, (also) a low power CW transceiver (Continuous Wave, the name hams tend to use for Morse code communications) that plugs into a USB port and a sound card.? These guys produce an HF SDR, transmit and receive, that is architecturally very similar to one I recently completed for a commercial design (naturally, I prefer the design trade choices that I made over theirs).? RFSpace has a product line of SDR receivers.?? FlexRadio is a staple in the ham world; their SDRs are considered among the finest radios on the market.?

I recommend getting an amateur radio license because it brings with it the privileges to experiment with new modes and new technologies all on your own.? You can buy an FRS radio to talk to someone, but if you're a ham, you can invent your own mode with an outwardly similar radio, because you're expected to understand the technical requirements.? The technician class license conveys all amateur privileges above 30 MHz, plus it gives holders some privileges in the HF spectrum (high frequency or shortwave - capable of worldwide communication).? The American Radio Relay League is the dedicated organization that is closest to a "universal American ham club", although like the NRA, the ARRL is often criticized by non-member hams (well, not as often as the NRA).? If you want a completely non-official page, this guy seems pretty good. ?

If you want to experiment with modes that require more than audio bandwidth, you need to be above 30 MHz, and you're going to need to experiment with radios (or have someone in your group that knows radio design).? Simply, most amateur gear is either surplus commercial gear or designed from the ground up for the narrowband modes that dominate.? Except for TV - hams have done regular TV at 400 MHz and above and are now doing digital TV.? A few months ago, I met hams who were buying surplus video equipment at WiFi frequencies and above.? They were playing with extending it out to long distances, and had made WiFi connections at 125 miles.? There is a ham band that overlaps the band allocated to WiFi, so the surplus gear is being used for ham purposes all the time.

As I said the other day, the use of ham radio to send encrypted messages, like a PGP-encrypted text file, is illegal, although the Feds have routinely allowed all sorts of things when a disaster happens.? If there is a total failure of civil order, I can't imagine this would be an enforcement priority.? Sort of like this old Far Side cartoon:

I think if you're going to learn how to set up and use communications, a ham license gets you the ability to do it in a licensed and permitted way. You can save the encrypted stuff for when you need it.
Simply using UHF or microwaves on a point to point link (no repeaters) will give you almost total anonymity.?

Finally, a couple of people (here and in email) have asked for book titles or other ways to learn about this field.? Most of the books I know of are at least somewhat mathematical.? Electronic Communications by Robert Schrader is a very good book, often used as a junior college text or supplement in ham classes.? Spread Spectrum Systems by Robert C. Dixon is one of the standard books.? Both of these are available in several editions and are often found used or in library sales.? The ARRL Handbook, published every year, has long been considered a very complete summary of modern ham radio theory and practice.? There's a difference between books published for working engineers and those published for school, where the aim is to impress the professors enough to become the textbook.? Because of this, I have a tendency to pick up old textbooks written from the working engineer's perspective.? I've often thought I've learned more from magazines and ham radio publications than my engineering texts, as those books have more insights per square inch than textbooks do.?

N.Korea claims 'a state of war' with S.Korea

SEOUL, South Korea (AP) ? North Korea declared Saturday it has entered "a state of war" with South Korea in the latest of a string of threats that have raised tensions on the Korean Peninsula.

North Korea's government, parties and organizations said in a joint statement that all matters between the two countries will now be dealt with in a manner befitting war

The Korean Peninsula is already in a technical state of war because the Korean War ended in a cease-fire, not a peace treaty. But Pyongyang ditched that armistice earlier this month.

South Korea's Unification Ministry quickly released a statement calling the latest threat not new and saying it is a follow-up to Kim's earlier order to put troops on a high alert in response to annual U.S-South Korean defense drills. Pyongyang sees those drills as rehearsals for an invasion.

On Friday, North Korean leader Kim Jong Un warned his forces were ready "to settle accounts with the U.S." after two American B-2 bombers flew a training mission in South Korea.

Analysts say a full-scale conflict is unlikely and even suicidal for Pyongyang and the threats are aimed at drawing Washington into talks. But the threats from North Korea and rising animosity from the rivals that have followed U.N. sanctions over Pyongyang's Feb. 12 nuclear test do raise worries of a misjudgment leading to a clash.

On Friday at the main square in Pyongyang, tens of thousands of North Koreans turned out for a 90-minute mass rally in support of Kim's call to arms. Small North Korean warships, including patrol boats, conducted maritime drills off both coasts of North Korea near the border with South Korea earlier this week, South Korean Defense Ministry spokesman Kim Min-seok said in a briefing Friday. He didn't provide details.

The spokesman said that South Korea's military was mindful of the possibility that North Korean drills could lead to an actual provocation. He said that the South Korean and U.S. militaries are watching closely for any signs of missile launch preparations in North Korea. He didn't elaborate.

Pyongyang uses the U.S. nuclear arsenal as a justification for its own push for nuclear weapons. It claims that U.S. nuclear firepower is a threat to its existence and provocation.

Where did Saturn's rings come from? Mystery gets a new clue.

Saturn's rings are one of the most recognized features of the solar system, but scientists don't know how they got there. New data suggest they're older than some theories suggested.

New evidence from the US-European Cassini mission to Saturn suggests a very early birth for ices in Saturn?s spectacular system of rings and moonlets, dating back to shortly after the planet itself formed.

The results deepen a mystery that has bedeviled Saturn watchers since Galileo first spotted what later would be interpreted as rings in 1610: How did the rings form? And, more recently, what sustains the ring system?

?No one actually knows why the rings can survive for 4.5 billion years,? says Scott Kenyon, an astronomer at the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass. ?At the moment, we don?t have a good model? that explains this longevity.

The apparently implausible life span of the ring system has led some researchers to propose that the system didn?t form shortly after the planet did.?

Instead, it might have formed perhaps 100 million years ago. The raw material for the rings and moonlets could have come from the debris spawned by a collision between close-in moons, or between a close-in moon and a comet.

But the recent-ring scenario has had a troubled existence.?

In 2007, for example, scientists reported evidence from Cassini?s Ultraviolet Imaging Spectrometer indicating that the rings had significant age differences and that the material in the rings was constantly being recycled as moonlets collided. Some of the debris later would form into new moonlets.?

That evidence didn?t support a single, recent violent encounter between objects as a source of material for the ring system.

Now, researchers using another of Cassini?s instruments, the Visual and Infrared Mapping Spectrometer (VIMS), have uncovered further evidence for this recycling as they have mapped changes in the composition of the ring material and moonlets that form a 40,800-mile-wide band around the planet.

Perhaps more important, Cassini has uncovered far more water ice in the system than comets could deliver.

The system ?is very ice rich,? says Bonnie Buratti, a researcher at NASA?s Jet Propulsion Laboratory in Pasadena, Calif., and a member of the VIMS team.

To Dr. Kenyon, the results showing ices throughout the system speak to a primeval origin.

?All of the stuff inside the really major moons is composed of the same stuff as the major moons,? he says. ?That?s really nice to know because that tells you the rings are 4.5 billion years old.?

But that still leaves the question of longevity.

Left to their own devices, the moonlets would migrate ever farther from Saturn, leaving the ring system within perhaps 100 million years or so.

Cassini has revealed that moonlets form from material that accretes at the outer edges of the rings, explains Phillip Nicholson, an astronomer at Cornell University in Ithaca, N.Y., and a member of the team reporting the VIMS results this week in the Astrophysical Journal.

One possible solution to the conundrum would be to give the ring system more initial mass than researchers have presumed.

Modeling work by Robin Canup, a scientist at the Southwest Research Institute in Boulder, Colo., has suggested that some 2 million to 5 million years after it formed, Saturn had ? and devoured ? several moons the size of Titan, the planet?s largest existing satellite. But these other Titan-scale moons orbited too close to the planet to survive.

As they were drawn to their doom, the tidal forces Saturn exerted on the last victim stripped a thick icy crust and mantle from the moon?s rocky core. The ice broke up to begin forming a ring, while the core continued its death spiral into the planet.

Such a ring would have hosted far more mass than today?s rings do, according to the study, published in 2010.

The ring in the modeling also mimicked observed ring behaviors: losing mass over time while forming moons at the outer edges of the ring, for instance. The moons it formed were similar in mass to the icy moons out to and including Tethys.

The hope is that a knowledge of the composition of ring material and the moonlets in Saturn?s ring system will shed light on the ring-forming process.

Cassini launched as the Cassini-Huygens mission in October 1997 and began orbiting Saturn in July 2004. The following December, the spacecraft released the European Space Agency?s Huygens probe toward a successful landing on Saturn?s moon Titan. Since then, the orbiter has been touring the planet?s moons and rings, giving researchers an unprecedented look at the Saturn system.

While the game footage shown in the commercial looks like something out of the early 2000s, the ad is charming and may convince fans that "Star Trek: The Video Game" at least has its heart in the right place. The game arrives April 23 for Xbox 360 and PS3.

(AP) ? Brittney Griner caught the pass going toward the basket, took one more step without a dribble and finished with a one-handed slam dunk.

As impressive as that play was, it was only the first of three dunks for Griner in her final home game for Baylor.

In a farewell to remember for Griner and four other Lady Bears seniors, before a partisan crowd that included former President George W. Bush, the 6-foot-8 senior star also had 33 points and a career-high 22 rebounds. The defending national champions beat Florida State 85-47 Tuesday night to advance to the NCAA round of 16 for the fourth year in a row.

"Tonight felt like senior night. Tonight was better," Griner said. "The three dunks. Just going out the way we did. Not everybody's lucky, and we were. We gave the crowd a good game."

After the first dunk, with about 4 minutes left in the first half for a 43-18 lead in a game that was quickly lopsided, Griner ran down the court with her mouth open while bobbing her head back and forth, and clearing enjoying the moment.

The former president may wish he had stayed in his seats behind the Baylor bench a little longer. Griner wasn't finished after that highlight play, dunking twice in a 79-second span before coming out of the game for good after Bush had already left.

Freshman guard Niya Johnson had her second assist of a Griner dunk with 7:46 left. Then with 6:27 left, moments after an assist of her own, Griner grabbed the rebound of a missed 3-pointer between several defenders and went back up with a reverse slam.

Griner, the first woman ever with three dunks in a game, came out during a timeout less than a half-minute later.

When Griner got to the bench, she wrapped her arms around coach Kim Mulkey and the two shared an extended hug. Griner even picked her coach up off the ground.

"You just hope she doesn't squeeze the air out of you so you don't pass out," Mulkey said. "Brittney just has a personality about her where she just enjoys life. She's a hugger. She's a people pleaser.

"You'll never see the likes of her again. You just won't," she said. "Not here, I don't think anywhere, ever will you see another Brittney Griner. You'll see great players and you'll see All-Americans, but I'm not sure we'll ever see it in my lifetime."

Mulkey fought back tears after they broke their embrace as the crowd of 9,652 continued to give Griner a loud and lengthy ovation.

Griner is the NCAA career blocks leader, the Big 12's top scorer and her 18 dunks are three more than the combined total of the other six women who have dunked in college.

The Lady Bears (34-1) won their nation's-best 57th home game in a row. They play Louisville (26-8) on Sunday night in Oklahoma City.

When the game was over, Griner thrust both arms into the air. She took a couple of laps around the arena floor, then jumped onto the back of Shanay Washington for a piggy-back ride before returning the favor to her close friend and former teammate, whose career ended early because of multiple knee injuries.

Since the senior trio of Griner, Kimetria Hayden and Jordan Madden got to Waco as freshmen together, Baylor is 71-2 at home. Griner has played in only one loss since she didn't participate in the last home loss, against Texas in the 2009-10 regular-season finale.

The Lady Bears have won every home game the past three seasons ? since point guard Odyssey Sims arrived and when transfers Destiny Williams and Brooklyn Pope, the other seniors, started playing.

Pope had 12 points against Florida State, while Sims had 11 and Hayden 10.

Leonor Rodriguez had 11 points and was the only player in double figures for Florida State (23-10), which at the end of the regular season was the only squad of the 343 Division I teams with five players averaging in double figures.

"Certainly, it's not an easy task to come into this environment and ask your kids to be able to block it all out," Seminoles coach Sue Semrau said.

Baylor needed less than 3? minutes to score the game's first 11 points, and led 51-20 by halftime.

As for Semrau's impression of Griner: "She is better in person. You've got to credit her development and growth."

While hard to imagine, Griner could have had more dunks.

Griner looked like she was going for another slam when she was fouled by feisty 5-foot-2 guard Yashira Delgado before getting off a shot. Right after that, the Lady Bears had three layups in a 37-second span.

There was also a pass from Pope that sailed over Griner's head when she was headed alone toward the basket with just over 11 minutes left in the game.

"Well, she could have had four (dunks), but I was stronger than I thought and I overthrew it," Pope said. "BG knew I wanted to pass it, but by the time I looked down and dribbled and looked up and threw it, she was further down than I thought."

The fans let out a huge collective moan as the ball went out of bounds.

They were cheering wildly only a few minutes later with a double dose of dunks.

Wall Street falls on renewed European debt worries

NEW YORK (Reuters) - After gaining early on Cyprus's bailout, stocks fell on Monday on a top euro zone official's comments that Cyprus was a template for handling the region's other debt-strapped countries.

Investors grew cautious after Jeroen Dijsselbloem, who heads the Eurogroup of euro zone finance ministers, told Reuters and the Financial Times that when failing banks need rescuing, euro zone officials would turn to the bank's shareholders, bondholders and uninsured depositors to contribute to its recapitalization.

Such an approach would be a radical departure for euro zone policy after three years of crisis in which taxpayers across the region have effectively been on the hook for resolving problem banks and indebted governments.

"The fire in Europe hasn't been completely put out, though it has been tapered," said John Carey, portfolio manager at Pioneer Investment Management in Boston.

"There would be some unease if these problems persisted or got out of control."

Relief that Cyprus had reached a deal to avoid financial meltdown quickly reversed to drive safe-haven German Bunds higher and put peripheral bonds, including those of Spain and Italy, under pressure after Dijsselbloem's remarks.

In the 10 billion euro deal between Cyprus and the European Union, the European Central Bank and the International Monetary Fund the country's second-largest bank would be wound down and deposits below 100,000 euros shifted to the Bank of Cyprus to create a "good bank.

Deposits above 100,000 euros, which are uninsured, will be frozen and used to resolve debts and recapitalize the Bank of Cyprus.

Banking shares were among the ones hurt most by the Dijsselbloem comments. Shares of Morgan Stanley fell 1.4 percent to $21.88 while Bank of America dropped 1.2 percent to $12.41.

Canada to set higher capital requirements for key banks

OTTAWA (Reuters) - Canada's federal budget laid out plans on Thursday to impose higher capital requirements on banks whose failure could disrupt the Canadian financial system and economy.

Finance Minister Jim Flaherty also said the federal government would go ahead with its own capital markets regulatory framework if it cannot agree with the provinces on creating a common securities regulator.

And he said the government would review how it regulates financial institutions to ensure it promotes the entry and growth of smaller financial institutions in order to foster competition that helps consumers and businesses.

The new rules for "domestic systemically important banks" will parallel measures agreed by the Financial Stability Board, the financial watchdog of the Group of 20 leading economies, in response to the 2008 crisis.

Canada's superintendent of financial institutions will determine the higher capital requirement. The document did not name any particular bank.

The government will also implement a "bail-in" regime for these banks to ensure that, if a bank depletes its capital, it can be recapitalized through the very rapid conversion of certain liabilities into regulatory capital.

"This risk management framework will limit the unfair advantage that could be gained by Canada's systemically important banks through the mistaken belief by investors and other market participants that these institutions are 'too big to fail'," the budget document said.

Canada's biggest banks are Royal Bank of Canada , Bank of Nova Scotia , Toronto-Dominion Bank , Bank of Montreal and Canadian Imperial Bank of Commerce .

On the question of trying to come up with a common securities regulator to replace the patchwork of provincial regulators, Flaherty said he was coming to the end of his patience.

"The government's preferred approach is to improve the regulation of Canada's capital markets through a cooperatively established common securities regulator," the budget said.

"If a timely agreement cannot be reached, the government will propose legislation to ensure that it can carry out its regulatory responsibilities for capital markets consistent with the decision of the Supreme Court of Canada."

This referred to a December 2011 ruling that Flaherty's initial plans for a national securities regulator stepped too far into areas of provincial jurisdiction. He has been trying to come up with a replacement agreeable to the provinces ever since.

The budget also announced plans to help Canadian financial institutions expand internationally, partnering with them in promoting the Canadian brand. And it said it would allow financial institutions more flexibility regarding the residency of members of board committees.

Researchers at the UAB's Institute of Environmental Science and Technology (ICTA-UAB) and the Institute of Marine Sciences (ICM-CSIC), have analysed the potential of different species of microalgae for producing biodiesel, comparing their growth, production of biomass and the quantity of lipids per cell (essential for obtaining fuel).

Their study shows that one type of marine algae that has received little attention till now - dinoflagellate microalgae - is highly suitable for cultivation with the aim of producing biodiesel.

The scientists carried out the whole production process in exterior cultures, in natural conditions, without artificial light or temperature control, in cultivation conditions with low energy costs and subject to seasonal fluctuations. Detailed analysis of all costs over 4 years gives promising results: microalgae cultures are close to producing biodiesel profitably even in uncontrolled environmental conditions.

"If we make simple adjustments to completely optimise the process, biodiesel obtained by cultivating these marine microalgae could be an option for energy supplies to towns near the sea", points out Sergio Rossi, an ICTA researcher at the UAB.

Among these adjustments, scientists highlight the possibility of reusing leftover organic pulp (the glycerol and protein pulp that is not converted into biodiesel) and using air pumps and more efficient cultivation materials.

Though similar studies have been done on other alga species, dinoflagellate microalgae have shown themselves to be a very promising group that stands out from the rest. Moreover, these microalgae are autochthonous to the Mediterranean, so they would present no environmental threat in the event of leakage.

Third-generation biodiesel

First-generation biodiesel and bioethanol (obtained from monoculture of palm oil, sugar cane, maize, etc.) have presented problems that make them less attractive. The crops cover large areas of land and need huge amounts of fresh water, and their use implies diverting food products to the energy market.

The possibility of creating energy from hydrocarbons extracted from organisms like marine phytoplankton, the so-called third-generation biodiesel, has several advantages. Firstly, algae offer the same production levels while taking up only between 4 and 7 per cent of the area occupied by crops on land, thanks to their high concentration of energy per cell. Secondly, they do not need fresh water, as sea water is sufficient, which makes them viable even in deserts or arid areas near the coast. Finally, marine algae are not, a priori, sources of food for human consumption, which avoids the ethical problem of monoculture to provide fuel rather than food.

NEW YORK (AP) ? Sheryl Sandberg has the ear, and the eyes, of the country's book buyers.

Sandberg's "Lean In" sold 140,000 copies its first week of publication, has gone back to press seven times for additional printings and now has 400,000 copies in print, publisher Alfred A. Knopf announced Wednesday.

It has been at No. 1 on Amazon.com's best seller list since coming out March 11 and will be No. 1 on the hard cover and e-book nonfiction lists appearing in the March 31 edition of the New York Times. It also has placed high on lists for Barnes & Noble and independent sellers, topping the nonfiction list for IndieBound, a list for independent stores.

Facebook's chief operating officer is hoping to create a national movement to help women advance in the workforce and her book became the focus of intense debate well before publication.

"'Lean In' is resonating with readers and animating conversations across the country," said Knopf's head of publicity, Paul Bogaards, who noted that sales have been strong despite just a brief promotional tour by Sandberg.

She also appears to be helping sales of other books. Since her recent praise of "Now, Discover Your Strength," by Marcus Buckingham and Donald O. Clifton, the hardcover edition of the 12-year-old book has moved into the top 300 on Amazon. Fred Kofman's "Conscious Business," which she has cited as essential for executives, also jumped into the top 300 on Amazon and currently is out of stock. The book first came out in 2006.

Gonzaga: The Zags are big up front, love to play defense and have few weaknesses. After Final Four runs by Butler and VCU in recent years, top-ranked Gonzaga has a chance to become the first mid-major to win a title.

Indiana: Preseason No. 1 earned the East Region's top seed despite losing the Big Ten title game. With size, talent and depth, the Hoosiers will be hard to bet against.

Kansas: Bill Self led the Jayhawks to the Final Four last season. He has them in position to make another run despite having an almost entirely different team.

Duke: Return of forward Ryan Kelly makes the Blue Devils a tough matchup for anyone.

Florida: The Gators have one of the nation's best backcourts, some beef up front and love to play defense. Sounds like a winning combination.

TOP PLAYERS

Cody Zeller, Indiana. The versatile, 7-foot sophomore center can be unstoppable.

Doug McDermott, Creighton. A leading candidate for POY (player of the year), the rugged forward would be sure bet for MRP (most relentless player).

Kelly Olynyk, Gonzaga. The long-haired, long-armed 7-footer from Canada is long on talent. He will have a highlight dunk or two, count on it.

Mason Plumlee, Duke. Had a superb regular season and was a big reason the Blue Devils survived Ryan Kelly's injury.

POTENTIAL UPSETS

No. 11 Belmont over No, 6 Arizona, West Region. The Wildcats have struggled at times defending the perimeter. The Bruins are one of the best 3-point shooting teams in the country. Get hot, Belmont could pull it off.

No. 11 Minnesota over No. 6 UCLA, South Region. The Gophers are athletic and would likely have given UCLA trouble before Bruins' second-leading scorer Jordan Adams broke his right foot in the Pac-12 final.

No. 11 Saint Mary's over No. 6 Memphis. The Tigers have failed to get out of the first round the past two tournaments. Saint Mary's is scrappy and has a player who can get hot in Matthew Dellavedova.

No. 12 Oregon over No. 5 Oklahoma State, Midwest Region. Oklahoma State isn't particularly good from the perimeter and Oregon has a scrappy defense. The Ducks also have a chip on their shoulder after winning the Pac-12 tournament and being dropped to a 12 seed.

No. 1 Western Kentucky over No. 1 Kansas, South Region. OK, it's probably a stretch, but 16 will eventually beat a 1 and after this season of surprises, we decided to throw one in there.

DISTANCES

The selection committee did quite a few teams favors this season by allowing them to play close to home.

Kansas has the shortest distance, needing a mere 40 miles to get from Lawrence to Kansas City, where it also has a strong fan base. Rival Kansas State also gets to play at the Sprint Center, but it's another 80 miles away.

California also has a short journey, heading 45 miles down the bay to play in San Jose and Michigan will make a 50-mile-or-so trek to Auburn Hills, where Michigan State also will play (from roughly 80 miles away).

Louisville will play in a familiar place, at rival Kentucky's gym in Lexington about 75 miles away, and Ohio State has about a 70-mile trip to play in Dayton.

The distance losers?

Syracuse in San Jose, which is about 2,800 miles and San Diego State in Philadelphia, roughly 2,700 miles. We're guessing they'll fly for those trips.

North Carolina State: Comedian and fellow Hangover-er Zach Galifianakis was once a part of a larger Wolfpack.

Davidson: President Woodrow Wilson.

Marquette: Actor Chris Farley might have had a beer or two at the Milwaukee school, but also graduated from there in 1986 with a degree in communications and theater.
