US finalizes deal to sell F-15s to Saudi Arabia (AP)

HONOLULU ? The sale of $30 billion worth of F-15SA fighter jets to Saudi Arabia has been finalized, the Obama administration said Thursday, boosting the military strength of a key U.S. ally in the Middle East to help counter Iran.

Under the agreement, the U.S. will send Saudi Arabia 84 new fighter jets and upgrades for 70 more. Production of the aircraft, which will be manufactured by Boeing Co., will support 50,000 jobs and have a $3.5 billion annual economic impact in the U.S., the White House said.

The sale is part of a larger U.S. effort to realign its defense policies in the Persian Gulf to keep Iran in check. The announcement came as U.S. officials weighed a fresh threat from Tehran, which warned this week it could disrupt traffic through the Strait of Hormuz, a vital Persian Gulf oil transport route, if Washington levies new sanctions targeting Iran's crude exports.

Administration officials said the timing of Thursday's announcement was not tied to the new threat from Tehran. But they did make clear that the fighter jet sale would help Saudi Arabia counter potential troubles with Iran.

"This sale will send a strong message to countries in the region that the United States is committed to stability in the Gulf and broader Middle East," said U.S. Assistant Secretary of State Andrew Shapiro. "It will enhance Saudi Arabia's ability to deter and defend against external threats to its sovereignty."

The fighter jet sale is part of a larger 10-year, $60 billion arms deal with Saudi Arabia that also includes helicopters, a broad array of missiles, bombs and delivery systems, as well as radar warning systems and night-vision goggles. Congress gave the deal the go-ahead about a year ago.

The plan initially raised concerns from pro-Israeli lawmakers, but U.S. officials reassured Congress that Israel's military edge would not be undercut by the sale. Additionally, there is now broad agreement among Israel, the Gulf Arab states and the West that Iran poses a significant and unpredictable threat.

Saudi Arabia and Iran are bitter regional rivals. Tensions between them were further stoked earlier this year after the U.S. accused Iran of plotting to assassinate the Saudi ambassador to the U.S. in Washington.

Saudi Arabia is already the most militarily advanced of the Arab Gulf states, one of the richest countries in the world, and central to American policy in the Middle East. It is also vital to U.S. energy security, with Saudi Arabia ranking as the third-largest source of U.S. oil imports.

But relations between the U.S. and Saudi Arabia grew frosty earlier this year, as the allies found themselves at odds during the protests that swept through the Arab world. The Obama administration angered the Saudis by pulling support from former Egyptian leader Hosni Mubarak, a longtime ally of both countries. And the U.S. bristled when Saudi Arabia sent troops into Bahrain to quell protests there.

The White House announced the agreement with Saudi Arabia from Hawaii, where President Barack Obama is vacationing.

China reveals its space plans up to 2016 (AP)

BEIJING ? China plans to launch space labs and manned ships and prepare to build space stations over the next five years, according to a plan released Thursday that shows the country's space program is gathering momentum.

China has already said its eventual goals are to have a space station and put an astronaut on the moon. It has made methodical progress with its ambitious lunar and human spaceflight programs, but its latest five-year plan beginning next year signals an acceleration.

By the end of 2016, China will launch space laboratories, manned spaceship and ship freighters, and make technological preparations for the construction of space stations, according to the white paper setting out China's space progress and future missions.

China's space program has already made major breakthroughs in a relatively short time, although it lags far behind the United States and Russia in space technology and experience.

The country will continue exploring the moon using probes, start gathering samples of the moon's surface, and "push forward its exploration of planets, asteroids and the sun."

It will use spacecraft to study the properties of black holes and begin monitoring space debris and small near-Earth celestial bodies and build a system to protect spacecraft from debris.

The paper also says China will improve its launch vehicles, improve its communications, broadcasting and meteorological satellites and develop a global satellite navigation system, intended to rival the United States' dominant global positioning system (GPS) network.

China places great emphasis on the development of its space industry, which is seen as a symbol of national prestige.

Its space principles ? including peaceful development, enhancing international cooperation and deep space exploration ? are largely unchanged from its previous two documents detailing the progress of China's space missions, released in 2000 and 2006.

In 2003, China became the third country behind the U.S. and Russia to launch a man into space and, five years later, completed a spacewalk. Toward the end of this year, it demonstrated automated docking between its Shenzhou 8 craft and the Tiangong 1 module, which will form part of a future space laboratory.

In 2007, it launched its first lunar probe, Chang'e-1, which orbited the moon, collecting data and a complete map of the moon.

Since 2006, China's Long March rockets have successfully launched 67 times, sending 79 spacecraft into orbit.

Some elements of China's program, notably the firing of a ground-based missile into one of its dead satellites four years ago, have alarmed American officials and others who say such moves could set off a race to militarize space. That the program is run by the military has made the U.S. reluctant to cooperate with China in space, even though the latter insists its program is purely for peaceful ends.

"China always adheres to the use of outer space for peaceful purposes, and opposes weaponization or any arms race in outer space," Thursday's white paper states.

The Chinese government's policy is to "reinforce" space cooperation with developing countries and "value" space cooperation with developed countries. The paper lists cooperation between China and countries including Russia, Brazil, France and Britain, and says of the United States: NASA's director visited China "and the two sides will continue to make dialogue regarding the space field."

UK's Times newspaper names Bouazizi person of 2011 (Reuters)

LONDON (Reuters) ? Britain's The Times newspaper on Wednesday named as person of the year Mohamed Bouazizi, a Tunisian whose self immolation inspired uprisings that toppled dictators across the Arab world and shook the region's remaining autocracies.

Bouazizi set himself alight last year after officials confiscated the unemployed 26-year-old's unlicensed grocery cart, reportedly slapping and insulting him. His desperate act struck a chord with millions of Arabs living with few job prospects or avenues for change under entrenched autocracies.

"The Times today names Mohamed Bouazizi, the street vendor who became the inspiration for the Arab Spring, as its person of the year," the paper said on its front page. "Bouazizi was no revolutionary, yet his lonely protest served as the catalyst for a wave of revolts that have transformed the Middle East."

Bouazizi' death from his wounds in January prompted protests across Tunisia, forcing autocratic President Zine Al-Abidine Ben Ali to flee the country. Soon afterwards, millions took to the streets in Egypt, Libya, Syria and elsewhere to protest against repression, corruption, poverty and joblessness.

The uprisings unseated despots in Libya, Egypt and Yemen as well as Tunisia, while Syrian leader Bashar al-Assad's writ is disintegrating and other authoritarian rulers in the region are eyeing the tide of public anger with nervousness.

Tunisia has since elected new leaders through peaceful democratic elections.

In an October interview with Reuters, Bouazizi's mother Manoubia urged the new leaders to honor her son's sacrifice by helping poor people like him.

"Nothing would have happened if my son had not reacted against voicelessness and a lack of respect," she said.

"But I hope the people who are going to govern will be able to keep this message in mind and give consideration to all Tunisians, including the poor."

Winter storm expected to dump snow on Eastern Canada

Eastern Canadians are bracing for the first big storm of the season, which is expected to deliver heavy snow to eastern Ontario and southern Quebec upon its arrival late Tuesday.

Environment Canada meteorologist Steve Knott called the impending wintry blast "a reasonable-sized storm."

"It's not quite a weather bomb, but it's pretty close to a weather bomb," Knott said.

Environment Canada issued a series of snowfall warnings Tuesday stretching from Ottawa to Montreal and continuing across most of southeastern Quebec.

The weather office is predicting anywhere from 10 to 40 centimetres of snow, depending on the region.

In its snowfall warning, Environment Canada says: "The heavy snow, the strong winds and the blowing snow which accompany this system will reach several regions of Central and Eastern Quebec beginning tonight, leaving a more than significant amount of snow."

A rainfall warning associated with the same storm was also issued for Halifax, where more than 30 millimetres of rain could fall in six hours on Wednesday afternoon and evening, possibly causing localized flooding that could snarl the evening commute, according to Environment Canada.

The snow will likely switch to rain just north of New Brunswick, Knott said.

Environment Canada also issued a flash freeze warning on Tuesday for the Northern Ontario communities of North Bay and Sudbury.

Arctic air is expected to sweep into Ontario behind the storm, causing temperatures to drop and some of the fresh precipitation to freeze, Knott said. While the sidewalks may get a little slippery, the snow will stop eastern Ontario from experiencing a flash freeze.

The storm has been developing in the United States and producing rain over the northeastern states, Knott said.

For Ottawa and the surrounding areas, the storm is predicted to bring rain Tuesday afternoon, according to Environment Canada. The rain will switch to snow Tuesday evening, with up to 15 centimetres expected to fall by the time the snow stops Wednesday morning.

Montreal can also expect about 15 to 20 centimetres of snow starting Tuesday evening, Environment Canada forecasters predicted. Some parts of central and southeastern Quebec, including Quebec City, could receive up to 40 centimetres of snow, with strong winds adding to the poor conditions.

Forecasters expected the storm to continue Wednesday in Quebec and throughout the Maritimes, adding that some areas of southeastern Quebec will still experience bad weather on Thursday.

While no warnings were issued for southern Ontario, Environment Canada released a special weather statement Tuesday advising all of southern Ontario to expect mixed precipitation, likely consisting of rain and wet snow, starting Tuesday morning and continuing into the afternoon.

Light rain began falling in Toronto at around noon Tuesday, according to Environment Canada.

The storm is also predicted to move into Newfoundland and Labrador on Wednesday evening, leaving behind more than 20 centimetres of snow by Thursday, according to Environment Canada.

While no snowfall warnings have been released, Environment Canada issued a wind warning on Tuesday afternoon for the southwestern tip of Newfoundland, with wind gusts associated with the storm expected to reach 130 km/h on Wednesday evening.

The morning commute Wednesday will likely be messy in eastern Ontario and western Quebec, almost a "new experience" for drivers considering how mild this winter has been so far, Knott said.

For travellers flying during one of the busiest air travel times of the year, some airlines issued advisories on Tuesday asking passengers to check the status of their flights before leaving for the airport.

Porter Airlines and Air Canada both warned travellers in Toronto, Ottawa and Montreal that the storm may cause delays or cancellations of some flights.

WestJet had not issued any advisories online by Tuesday afternoon, but spokeswoman Jennifer Sanford said no flights were delayed or cancelled due to the weather. An advisory would be posted if necessary, she said.

Children don't give words special power to categorize their world

ScienceDaily (Dec. 27, 2011) ? New research challenges the conventional thinking that young children use language just as adults do to help classify and understand objects in the world around them.

In a new study involving 4- to 5-year-old children, researchers found that the labels adults use to classify items -- words like "dog" or "pencil" -- don't have the same ability to influence the thinking of children.

"As adults, we know that words are very predictive. If you use words to guide you, they won't often let you down," said Vladimir Sloutsky, co-author of the new study and professor of psychology at Ohio State University and director of the university's Center for Cognitive Science.

"But for children, words are just another feature among many to consider when they're trying to classify an object."

For example, suppose that someone you trust shows you an object that looks like a pen and says that it is a tape recorder, Sloutsky said.

Your first reaction might be to look at the pen to see where the microphone would be hidden, and how you could turn it on or off.

"You might think it was some kind of spy tool, but you would not have a hard time understanding it as a tape recorder even though it looks like a pen," Sloutsky said. "Adults believe words do have a unique power to classify things, but young children don't think the same way."

The results suggest that even after children learn language, it doesn't govern their thinking as much as scientists believed.

"It is only over the course of development that children begin to understand that words can reliably be used to label items," he said.

Sloutsky conducted the study with Wei (Sophia) Deng, a graduate student in psychology at Ohio State. Their research appears online in the journal Psychological Science and will appear in a future print edition.

The study involved two related experiments. One experiment involved 13 preschool children aged 4 to 5 and 30 college-aged adults.

In this first experiment, participants were shown colorful drawings of two fictional creatures that the researchers identified as a "flurp" or a "jalet." Each was distinct in the color and shape of five of their features: body, hands, feet antennae and head. For example, flurps generally had tan-colored square antennae while jalets generally had gray-colored triangle antennae.

The researchers made the heads of the animals particularly salient, or conspicuous: the flurp had a pink head that moved up and down and jalet had a blue head that moved sideways. The head was the only part of the body that moved.

After they learned the relevant characteristics of the flurp and jalet, participants were tested in two conditions. In one condition, they were shown a picture of a creature that had some, but not all of the characteristics of one of the creatures, and asked if it was a flurp or a jalet. In another condition, they were shown a creature where one of the six features was covered and they were asked to predict the missing part.

The critical test came when the participants were shown a creature with a label that matched most of the body parts -- except for the very noticeable moving head, which belonged to the other animal. They were then asked which animal was pictured.

"About 90 percent of the children went with what the head told them -- even if the label and every other feature suggested the other animal," Sloutsky said.

"The label was just another feature, and it was not as important to them as the most salient feature -- the moving head."

Adults put much more stock in the label compared to children- about 37 percent used the label to guide their choice, versus 31 percent who used the moving head. The remaining 31 percent had mixed responses.

However, to eliminate the possibility that participants were confused because they had never heard of flurps and jalets before, the researchers conducted another experiment. The second experiment was similar to the first, except that the animals were given more familiar names: "meat-eaters" and "carrot-eaters" instead of flurps and jalets.

In this case, the difference between the adults and children was even clearer. Nearly two-thirds of adults relied on the label to guide their choices, compared to 18 percent who relied on the moving head and 18 percent who were mixed responders. Only 7 percent of the children relied on the labels, compared to 67 percent who relied on the moving head and 26 percent who were mixed responders.

Sloutsky said these findings add to our understanding of how language affects cognition and may help parents communicate and teach their children.

"In the past, we thought that if we name the things for children, the labels will do the rest: children would infer that the two things that have the same name are alike in some way or that they go together," he said.

"We can't assume that anymore. We really need to do more than just label things."

Samsung Galaxy Y Duos and Galaxy Y Pro Duos hit market from Jan 2012

Seoul, Dec 25 (TruthDive): Samsung had introduced the Galaxy Y Duos and Galaxy Y Pro Duos,the ?first dual-SIM smartphones on Thursday.

Samsung also announced, the Galaxy Y Duos and Galaxy Y Pro Duos will be available for purchase from January 2012?onward.

A pair of Android smartphones in the Galaxy product family will have space for two SIM cards, letting you lead a double life on your phone. The two SIM cards mean you have got two phone numbers at your disposal, one for work, for instance, and one for your personal.

Both these handsets work on GSM, on band frequencies of 850 / 900 / 1800 / 1900 MHz and have Samsung?s TouchWiz software overlay. Those phones with the ?Y? label are described by the company as ?entry models or strategic models for emerging markets or a younger audience more sensitive to price.

The Galaxy Y Duos is an all-touch Android 2.3 Gingerbread setup with a 3.1-inch QVGA screen, a 3-megapixel fixed-focus camera, and the Android works. It also has a 1,300mAh battery. It has 832 MHz processors, 320?240 resolution displays.

On the slightly higher end of the scale, there is the Galaxy Y Pro Duos, which runs the same Android version and has a full QWERTY keyboard on its candy-bar frame (that keyboard is how you know it?s ?pro?). As a result, the screen is a smaller 2.6 inches. There is a 3-megapixel camera on the back, but Samsung has also added a front-facing VGA camera and a slightly larger 1,350mAh battery.

Though Samsung is yet to comment on the pricing of its newest handsets, it has hinted at an early 2012 release.

The phones will hit stores worldwide starting January of next year and the ?first market is Russia. The Galaxy Y Duos will then ?gradually? roll-out to Europe, Africa, CIS, Latin America, Southeast and Southwest Asia.

Taylor Swift, T-Bone Burnett on "Hunger Games" album (Reuters)

LOS ANGELES (Reuters) ? Country singer Taylor Swift will lead a host of musicians collaborating with Oscar-winning artist T. Bone Burnett for a companion album to the upcoming film, "The Hunger Games."

Movie studio Lionsgate said on Friday that Burnett has joined forces with Swift, The Decemberists, Arcade Fire and The Civil Wars to create original songs for the film, set for release in March 2012.

"We are thrilled to have such a hauntingly beautiful companion album taking shape," said Joe Drake, co-COO of Lionsgate.

Swift and The Civil Wars' collaborated together on the single "Safe and Sound," which was released on iTunes on Friday and topped the iTunes songs chart.

"The Hunger Games," starring Jennifer Lawrence, Josh Hutcherson and Woody Harrelson, is based on the young adult series of novels, and tells the story of teenage boys and girls fighting to the death on a nationally televised event in a country called Panem, built on the remains of North America.

The film is set for release in U.S. theaters on March 23, 2012.

David Paul: Before They Left Town, Did House Republicans Change the Rules of the Tax-cutting Game?

House Republicans, just days after standing their ground, decided instead to head home for Christmas dinner.

So much for the principles that brought them to power in 2010. So much for ending business as usual in the nation's capital.

But their language changed by the end. Gone was the moral outrage, the appeals to end the mindless spending that was bankrupting the nation. This week, the House Republican talking points led with the insistence that America's working men and women deserved more than a two-month payroll tax holiday. Somehow, the Tea Party-spawned House Republicans had morphed into demagoguing Proletarian heroes.

But this was an important moment. After all, when the current House majority seized the reins, they were clear that their mission was to curtail spending as the singular path to curbing massive fiscal deficits, while not impeding the morally righteous task of cutting taxes. Specifically, the House Republicans changed "Paygo" rules that had been in effect for many years -- whereby tax and spending measures must be budget-neutral over a 10-year period, as scored by the Congressional Budget Office -- to provide instead that such constraints should not apply to tax cuts.

This perspective -- that deficits are not a function of the mix of revenues and expenditures but rather a function of spending alone -- is an odd vestige of the Reagan era, when cutting taxes emerged as the sine qua non of the modern Republican Party and liberated the GOP from its stodgy traditions of fiscal prudence and school marmishness. At the time of the Reagan revolution, when marginal tax rates were high, one could make a fairly reasoned argument of the supply-side premise, that cutting taxes would increase revenues. But that argument was bound up in the facts and economics of that era, and only attained that status of a moral imperative in the ensuing years.

But in the debate regarding extending the payroll tax cut, for reasons that are unclear, the House Republicans did not merely forsake their rule that tax reductions are morally self-justifying, they went to the mattresses to demand that they be paid for like any other legislation of Democrat-inspired spending.

Then, suddenly, they got up off the mattresses, changed their votes and went home.

Fast forward to late next year and the implications of the House action looms large. At the end of 2012, the Bush-era tax cuts are set to expire just like the payroll tax cut that was just extended. Under the House Paygo rules, Republicans would have no problem demanding that such tax cuts remain permanent, despite the $4 trillion of projected costs over ten years. But the payroll tax debate should cast the stance of the House Republicans in a new light. This month, for the first time in recent memory, the Republicans took a stand against tax cuts because of the fiscal implications of those cuts.

For the first time in recent memory, Milton Friedman and the Republican Party of my grandfather were redeemed. This was a significant point that should not be lost.

Because the simple truth is that to extend the Bush tax cuts is wrong.

Little, if anything, has been said in the public debate over those tax cuts to remind the public about why they had an expiration date to begin with. After all, changes in the tax code tend to be eternal, and ability to rely on the rules of the tax system is a bedrock principle of our economy. But the Bush-era tax cuts had to expire if they were going to comply with the fiscal rules in place when the cuts were enacted into law. To meet the ten-year Paygo scoring rules, the Bush-era tax cut legislation provided for rates to return to the levels in effect in 2001 after seven years in order to pay for the largesse that was bestowed upon taxpayers over the period the cuts were to be in effect.

Oddly, in the debate over extending those tax cuts, up until now the Democrats and Republicans essentially had to act under different political rules. Democrats, because they are the party of wanton over-spending and fiscal profligacy, had to justify how extending the tax cuts would be somehow fiscally justifiable. Republicans, because their brand includes the long-defunct notion that they are the party of fiscal prudence, felt no such constraint, and they have felt free to argue that the cuts be made permanent, whatever the fiscal impact might be.

The argument in Congress that the Bush-era tax cuts should be extended has given the lie to the notion that Congress is subject to any rules, even the ones it places on itself. The argument that tax rates should not be increased in the face of a recession is utterly disingenuous. Those arguing to gut the 2001 and 2003 tax bills now would be doing so regardless of our economic condition.

Look back at the historical record. Even as the Bush-era tax cut legislation was being considered, Republican leaders assured their base that by 2010 those cuts would be made permanent, as the Republicans pledged from the outset to attack as taxers any who would let the cuts expired. That is to say, even at the moment of the original legislation, those who supported those tax cuts eschewed any intention of adhering to the fiscal rules that Congress had imposed on itself. At the time, the cynicism was breathtaking. But as political calculation, it was prescient.

This month, House Republicans veered from the Republican orthodoxy on cutting taxes without offsets in favor of their Tea Party anti-deficit principles when they demanded spending cuts if the payroll tax cut was to be extended. For the first time in recent memory, Republicans returned to pre-Reagan principles and demanded that tax cuts be paid for.

A cynic might argue that this was not a change from the Republican playbook. They might suggest instead that we have seen the emergence of a codicil to the principle that tax cuts are morally self-justifying that suggests that such cuts must be paid for if the benefit accrues to working class Americans. Or perhaps the House leadership simply got caught up in needing to oppose anything that Democrats supported and lost sight of the fact that they were in the odd position of opposing a tax cut.

In acting to demand that the payroll tax cut extension be paid for, will the House Republicans apply the same rule to extending the Bush-era tax cuts? That would be a game changer. But it is more likely that the House Republicans will get their act together, and once again the $4 trillion cost -- and profound hypocrisy -- of extending the Bush-era tax cuts will be subordinate to the higher moral principle of cutting taxes -- without regard to cost.

Obesity rise prompts Wash. ferries capacity change (AP)

SEATTLE ? The Washington state ferry service isn't going to start turning away hefty passengers, but it has had to reduce the capacity of the nation's largest ferry system because people have been packing on the pounds.

Coast Guard vessel stability rules that took effect nationwide Dec. 1 raised the estimated weight of the average adult passenger to 185 pounds from the previous 160 pounds, based on population information from the Centers for Disease Control and Prevention.

During the past 20 years, there has been a dramatic increase in obesity in the United States and about one-third of American adults are now considered obese, the CDC says on its website.

The state ferry system has complied with the new stability rules by simply reducing the listed capacity of its vessels, Coast Guard Lt. Eric Young said Wednesday.

"That has effectively reduced the amount of passengers by about 250 passengers or so depending on the particular ferry," said Young, who is based in Seattle. "They generally carry about 2,000, so it's down to 1,750 now."

With that many passengers, the ferry wouldn't tip over even if everyone ran to the side at the same time to look at a pod of killer whales, he said.

The state operates 23 white and green vessels on 10 routes across Puget Sound and through the San Juan Islands to British Columbia. Carrying more than 22 million passengers a year, it's the biggest ferry system in the United States and one of the four largest in the world, Coursey said.

The ferries themselves could be contributing to passenger girth. The galleys cater to customers looking for fast food they can eat while looking out the windows at the scenery and seagulls. Calorie counters typically aren't buying the hamburgers, hot dogs and chicken strips.

"We do serve light beer," said Peggy Wilkes who has worked 20 years for the food concessionaire, Olympic Cascade Services, which serves food and drinks on 12 of the state ferries.

News reports of overloaded ferries sinking in other parts of the world are sometimes a topic of discussion, she said.

"I think it's cool the Coast Guard is keeping up on that," she said. "Not that we overload them. A couple of times, like for a Seahawks game, we've had to cut off passengers and had to leave them at the dock."

Carol Johnston, who has been riding the state ferries since 1972, said she found the rule change perplexing.

"The ferries are not listing, they are not sinking," said Johnston, who was onboard a Seattle-bound ferry from Bainbridge Island Wednesday afternoon. "How are you going to establish how much weight there is on the ferry?"

Johnston worried about the potential loss in revenue, which could cause ferry fares to increase further. And she joked she may alter her eating habits.

"That means I will not have popcorn with my wine," Johnston said.

The reduced passenger capacity is unlikely to have much practical effect on the spacious ferries, system spokeswoman Marta Coursey said. The ferries often fill up with vehicles, but the number of passengers, especially walk-ons is seldom a problem, she said.

The new stability rules may have a bigger impact on the smaller charter fishing boats, such as those that take anglers fishing out of the Pacific Ocean ports of Westport and Ilwaco, Young said. Any vessel that carries more than six paying customers has to be inspected and certified by the Coast Guard as a passenger vessel.

(Reuters) ? Oracle Corp fell well short of Wall Street's expectations on both hardware and software sales in its fiscal second quarter, wiping more than 8 percent off its shares.

"The licensing revenue came in lower than expectations and that really drives most of the profitability at the company. That obviously is a disappointment.

"We need to figure out where the miss occurred geographically, because we suspect Europe might be the culprit, given their large exposure to Europe.

"Oracle has been doing well over the last couple of quarters so clearly this is not a fantastic signal to the markets.

"I would caution people not to make any grand generalizations about the health of the tech sector, because Oracle's quarter ended in November and Europe has been so volatile. The last couple of days in November could have been very weak in Europe, which could have caused a miss.

"Currency is a big negative for Oracle when the euro has gone down as quickly as it has over the last couple of months. That's a huge drag on their earnings and so we need to figure out what the currency impact is."

"Oracle has been amazingly consistent with their earnings. When they miss, it means people are re-thinking enterprise spending.

"Tech spending is more under pressure than people thought. IT budgets have been relatively flat, when you have issues like you do in Europe, people naturally pull back.

"Oracle is still the best horse in the glue factory, it's a well-run company, they will weather this better than other companies.

"Tech spending is going to be under pressure for a long time. Oracle is a solid core technology company but they are not in new growth areas such as software as a service, virtualization."

WASHINGTON ? The number of Americans who bought previously occupied homes rose last month. But the National Association of Realtors says it overstated about 3.5 million sales during and after the Great Recession, showing the housing market remains much weaker than previously thought.

The private trade group says sales rose 4 percent last month to a seasonally adjusted annual rate of 4.42 million. That's below the roughly 6 million sales a year that economists say are consistent with a healthy housing market. But it's ahead of 2008's revised sales, now considered the worst in 13 years.

The nearly 4.2 million homes sold last year are far below the nearly 7.1 million sold at the peak of the housing boom in 2005. This year is on pace to slightly exceed last year's total.

The trade group revised down its sales from 2007 through October more than 14 percent, from 24.8 million to nearly 21.3 million. Among the reasons for the lower figures, the Realtors group says: changes in the way the Census Bureau collects data, population shifts and some sales being counted twice.

The sharp revisions could cast doubt on future sales numbers from the Realtors' group, a private trade organization that lobbies on behalf of its 1.2 million members.

John Ryding, an economist at RDQ Economics, called the revisions "massive" and cited them as an example of how economic data can be unreliable.

The changing numbers could affect how economists view the trade group's data. It could also affect companies that use the figures for hiring and expansion plans.

The Realtors' group said it trusts its new figures, which were checked by government agencies and CoreLogic, the California-based real estate data firm that first raised questions about the numbers earlier this year.

Other economists said the lower numbers won't necessarily matter, because sales are up and fewer homes are sitting idle waiting for buyers. Sales have risen more than 12 percent over the past 12 months. The supply of unsold homes has fallen more than 18 percent.

More than two years after the recession officially ended, many people can't qualify for loans or meet higher down-payment requirements. Even people with excellent credit and stable jobs are holding off because they fear that home prices will keep falling. Sales are also being hurt by a decline in first-time buyers, who are critical to reviving the market.

The new figures show that sales fell in three of the past four years since the housing market began to drop in 2006. Declining prices and record-low mortgage rates haven't been enough to boost sales.

Sales are measured when buyers close on homes. But many deals are collapsing before that point. One-third of Realtors say they've had at least one contract scuttled in November and October, up from 18 percent in September.

Contracts have been canceled for any of several reasons: Banks have declined mortgage applications; home inspectors have found problems; appraisals showed a home was worth less than the bid; or a buyer lost a job before the closing.

The median sales price rose 2.1 percent to $164,200 in November.

The high rate of foreclosures has made resold homes much cheaper than new homes. The median price of a new home is roughly 30 percent higher than the price of one that's been occupied before ? twice the normal markup.

Investors are taking advantage of the discounts. Their purchases made up 19 percent of all sales last month, compared with less than 10 percent in healthier housing markets.

Purchases by first-time buyers rose slightly last month to make up 35 percent of sales, up from 34 percent in October. In healthy markets, first-time buyers make up at least 40 percent of sales.

At the same time, homes at risk of foreclosure made up 29 percent of sales last month. That's up from 28 percent in October. Those homes made up less than 10 percent of sales in healthier periods. Investors are increasingly buying homes priced under $100,000.

Sales rose across the country in November. They increased on a seasonal basis by nearly 10 percent in the Northeast, 4.3 percent in the Midwest, 3.6 percent in the West and 2.4 percent in the South.

The glut of unsold homes declined to 2.58 million homes. At last month's sales pace, it would take seven months to clear those homes. Analysts say a healthy supply can be cleared in about six months.
