Biologists use diag trees to help solve gypsy moth mystery

Jan. 30, 2013 ? Working beneath the towering oaks and maples on the University of Michigan's central campus Diag, undergraduate researchers and their faculty adviser helped explain an observation that had puzzled insect ecologists who study voracious leaf-munching gypsy moth caterpillars.

The caterpillars, which defoliate and sometimes kill stands of trees in the Upper Midwest and the Northeast, are especially fond of oaks, but sugar maple trees appear to be relatively resistant to the European pest.

Biologists wondered whether the caterpillars shun sugar maples in part because their leaves are less nutritious than the leaves of other trees. To find out, U-M biochemist Ray Barbehenn and several of his undergraduate research assistants compared the protein quality of red oak and sugar maple leaves from trees on the Diag.

What they found runs counter to conventional wisdom on the topic, which states that protein quality in leaves differs significantly from species to species. Instead, Barbehenn and his students found that the amino acid composition of the proteins in red oak and sugar maple leaves is strikingly similar -- so similar, in fact, that they could not be distinguished during the spring, when gypsy moths do most of their feeding.

However, the researchers found that protein is more abundant in oak leaves than in maple leaves.

"Instead of differences in protein quality, we showed that maple trees have lower quantities of protein than oak, partly explaining why they are less nutritious than oak leaves," said Barbehenn, an associate research scientist in the Department of Molecular, Cellular and Developmental Biology and Department of Ecology and Evolutionary Biology. The amount of essential amino acids in oak leaves was 30-42 percent higher than the EAA content of maple leaves in the spring and summer.

"These results help us understand the nutritional reasons why insects perform better or worse on different species of plants. This kind of information is needed in agriculture and forestry to improve the resistance of plants to insect pests," he said. "In the short term, though, this is basic research that is driven by the curiosity of ecologists to understand nature better."

The team's findings will be published in an upcoming edition of the journal Oecologia. Authors of the journal article are Barbehenn and two of his former undergraduate research assistants, Joseph Kochmanski and Julie Niewiadomski. Barbehenn has worked with more than 40 undergraduate research assistants since 2000.

Niewiadomski graduated from U-M with a bachelor's degree in biology in May 2010 and is now studying nutrition in a doctoral program at Cornell University. She said her work studying protein metabolism in gypsy moth caterpillars shaped her decision to pursue a doctorate in nutrition.

"My career in nutrition research began in Ray's lab," she said. "I am looking forward to seeing where it leads me."

Kochmanski is now a master's student at the U-M School of Public Health, focusing on toxicology. He said his time with Barbehenn instilled in him "a strong desire to continue doing research."

"I am currently working in a toxicology laboratory at the School of Public Health, doing research into the human health effects of environmental exposures," he said. "I can trace my interest in this subject back to my time working in Ray's lab."

"Our research involves a true partnership," Barbehenn said. "I teach students to work and think like biologists, and they help me get publication-quality data," he said. "For almost all of them, it's the first time they've had this opportunity and the first publication they've co-authored."

In the gypsy moth study, the students used a long-pole pruner to reach into the crowns of Diag oaks and maples and collect leaves. The field work was done in 2010, with permission from U-M Grounds Services.

In the nearby Natural Sciences Building, the research team used high-performance liquid chromatography to separate and quantify the amino acids that make up proteins. The whole-body essential amino acid composition of gypsy moth caterpillars was measured to estimate their optimum dietary protein composition, which was compared with the EAA compositions of oak and maple leaves.

"The ability to literally walk out the door to work on tree defenses against pests like the gypsy moth, coupled with an abundance of undergraduate talent, makes the U-M campus an ideal location for studies in insect chemical ecology," Barbehenn said.

The protein study showed that gypsy moths would have to devour more maple leaves than oak leaves to achieve the same amount of nourishment. But earlier work by Barbehenn and his students showed that the toxicity of maple leaves may prevent this strategy from working.

Reid: Replace automatic cuts in short increments

WASHINGTON (AP) ? The top Democrat in the Senate said Tuesday that lawmakers should redouble their efforts to replace looming across-the-board cuts to the Pentagon and domestic programs with alternative spending cuts and tax hikes.

The comments by Majority Leader Harry Reid came amid increasing resignation among both Democrats and Republicans that the across-the-board cuts will soon take effect. The cuts were an element of the so-called fiscal cliff that was partially averted this month with the extension of Bush-era tax cuts.

But the reprieve from spending cuts of 7 percent to the Pentagon and 5 percent to domestic programs was only temporary and will expire March 1. The cuts are known as sequestration in Washington-speak.

Republican controlling the House had led the battle to avert sequestration last year by passing replacement cuts, while Democrats put their faith in high-level budget talks involving President Barack Obama and House Speaker John Boehner, R-Ohio, ? which failed ? and in later, successful negotiations between Vice President Joe Biden and Senate Minority Leader Mitch McConnell, R-Ky.

But House Republicans now say that the across-the-board cuts provide incentive to Democrats to agree to a broader budget pact and they appear willing to let them take effect ? despite having issued dire warnings just last year of their impact on the Pentagon.

Reid said the cuts should be replaced "in short increments" with spending cuts and revenues like repealing oil and gas subsidies that were discussed in earlier negotiations.

"There are many low-hanging pieces of fruit out there that Republicans have said they agreed on previously," Reid said. There's a lot of things we can do out there, and we're going to make an effort to make sure that there is ? sequestration is ? involves revenue."

Republicans tend to represent states that have more at stake if the cuts take effects. Many GOP-dominated southern states, for instance, have major defense installations. And defense hawks warn that the cuts could cripple the military as problems fester around the world in places like Afghanistan, Iran and Syria.

"If you believe the Defense Department, (and Defense Secretary Leon) Panetta, we're destroying the finest military in the world at a time when we need it most," said Sen. Lindsey Graham, R-S.C. "I can't explain it. It is beyond my ability to explain it to people."

Google maps out North Korea with crowd-sourced data

While Google Maps feels like a solid mapping solution, it has some blank spots?? ?particularly when it comes to regions such as?North Korea. But that's all changing thanks to a group of "citizen cartographers" and a tool which allows Google to incorporate crowd-sourced map data into its product.

As?Jayanth Mysore, a senior product manager working on the Google Map Maker project,?explains in a post on the official Google Maps blog, the Map Maker tool?has been around since 2008 and allowed users to "update the maps of the areas they know, and improve their level of detail and accuracy." Crowdsourced data like this is how Google "will build the modern map," Mysore adds, reiterating that without these details, map data is currently "very limited" in some parts of the world.

Efforts to map out North Korea have been made over the last few years, but on Monday, Google was finally ready to officially update the region on Google Maps. "We know this map is not perfect," Mysore acknowledges. "We encourage people from around the world to continue helping us improve the quality of these maps for everyone with Google Map Maker." He adds that, from now on, any further "approved" updates to the North Korean maps will also appear on Google Maps.

The Wall Street Journal's Evan Ramstad points out?that the update of North Korea on Google Maps comes about three weeks after Google's executive chairman Eric Schmidt visited the area (though a Google spokesperson tells NBC News that the visit was unrelated to the timing of the Google Maps update).?During his time in the country, "Schmidt encouraged officials he met in North Korea to make the Internet available to its citizens and end its attempts to restrict information," Ramstad writes.?The Verge's Sam Byford reminds?that Internet access in North Korea remains quite restricted nonetheless, and that odds are that the "vast majority of North Korean citizens" won't be able to access Google's freshly updated maps.

The crowd-sourced cartography includes mass transit, monuments and parks, as well as North Korea's massive gulags, which are signified on Google Maps with a slightly different shading. ?As?the Atlantic notes, "Naturally, the Hwasong Gulag, like any place on Google, already has some jokesters reviewing its?accommodations."?

Mysore dances around these detail in his blog post, and instead focuses on who will be able to take advantage of the information. "While many people around the globe are fascinated with North Korea," he writes, "these maps are especially important for the citizens of South Korea who have ancestral connections or still have family living there."

Detroit edges closer to bankruptcy filing

DETROIT - At the Detroit Auto Show earlier this month, luxury was in the air. Pricey new Bentleys and Maseratis glittered - including a Maserati 2014 Quattroporte with a $132,000 price tag; U.S. Cabinet Secretaries and dignitaries rubbed shoulders; and many of the well-heeled attendees ponied up for a $300-a-ticket black-tie charity ball.

But in a city that is slowly dying, the glitz didn't extend much beyond the Cobo Center exhibition hall.?General Motors Co. and Chrysler, which along with Ford Motor Co. gave the Motor City its identity, survived near-death experiences after filing for bankruptcy during the financial crisis.?

Now, Detroit itself is edging closer to a similar precipice, only unlike the automakers, its chances of getting a federal bailout are almost nonexistent.

The story of Detroit's decline is decades old: Its tax revenue and population have shrunk and labor costs have remained out of whack. But the city's budget problems have deepened to such an extent that it could run out of cash in a matter of weeks or months and ultimately be forced into what would be the largest-ever Chapter 9 municipal bankruptcy filing in the United States.

Frustrated by the lack of concrete progress, Michigan Governor Rick Snyder, a Republican, last month appointed a team to scour the city's books. The audit could result in a state takeover of Detroit's finances through the appointment of an emergency financial manager. Such a manager, who would seize control of the city's checkbook, could then propose federal bankruptcy court as the best option.

Snyder, who has called the situation "a crisis in terms of financial affairs," said the team would deliver its report in February.

"Detroit is teetering on the verge of bankruptcy after the City Council has failed to make the necessary cuts to deal with having a smaller population," said Rick Jones, chairman of the Republican majority caucus in the state Senate.

Jones, who has indicated he does not favor a bankruptcy, said he would like to see an emergency manager installed to fix the city's problems. If that failed, there would be a case for finding a way to shrink the Detroit municipal area, he argued.

Detroit's population is now just over 700,000 - down 30 percent since 1990 - but the city still has to provide services to an area encompassing more land than San Francisco, Boston and the borough of Manhattan.

While Democratic Mayor Dave Bing and the Detroit City Council have moved to reduce spending and initiate some reforms to stave off a takeover, including layoffs and wage and benefit cuts, the progress may not be enough for Michigan officials and lawmakers.

Streets without lights
In the booming post-Second World War era, Detroit was America's fifth-largest city. Today, it ranks 18th. In addition to a sharp population decline, it suffers from high unemployment related to a loss of businesses, a flood of home foreclosures and a cut in state funding. That has led to shriveling revenue, leaving the city unable to afford a workforce of more than 10,000 and the surging health and pension costs that go with them and with its retirees. As a result, credit ratings on Detroit's approximately $8.2 billion of outstanding debt have sunk deeper into junk territory.

The city's labor costs, including health care and pensions, are shrinking in absolute terms but rising as a share of the budget. They are slated to drop to $968 million, or nearly 49.5 percent of the operating budget, in the fiscal year ending June 30 versus $1.14 billion, or 45.5 percent, a year earlier.

Signs of decline are everywhere - in a rising crime rate, streets without lights and block after block of abandoned buildings. The murder rate of one per 1,719 people last year was more than 11 times the rate in New York City. The jobless rate is above 18 percent, more than twice rate for the country as a whole.

A bankruptcy would be messy.

The interests of creditors would likely collide with those of labor unions wanting to protect workers' benefits, said Eric Scorsone, a Michigan State University economist who has written papers on municipal bankruptcy and on the state's emergency manager laws.

"It is going to require the players - the City Council, the mayor, the state - to be on the same page. If you go into bankruptcy with a lot of conflict and dissent, it's going to cost more," said Scorsone.

It could also be racially explosive. Detroit has the largest percentage of black people of any U.S. city, with 83 percent of the population identifying themselves as African American, black or Negro, according to the 2010 U.S. census. Most of Michigan's state government, including the governor's office, is run by white Republicans. ?

Detroit Council Member JoAnn Watson, who along with two other members of the city's all-black City Council has been resisting reform measures, said she is still hopeful of a federal bailout or an injection of state money that she claims the city is owed.

Mayor Bing would not comment for this story.

Consequences
The automakers have little to say publicly about the crisis. Most of their operations in Michigan are now outside Detroit, and getting any top executive to even discuss the possibility of a city bankruptcy was almost impossible at the auto show. "I don't want to get into the politics," said GM CEO Dan Akerson, while Chrysler CEO Sergio Marchionne said: "I don't see what the consequences would be for us."

One of the city's biggest challenges is its complex set of labor agreements with a whopping 48 bargaining units that represent most of the city's workforce.

Max Newman, a bankruptcy attorney at Michigan-based Butzel Long, said a Chapter 9 bankruptcy could help the city throw out its collective bargaining agreements with unions.

Costs would have to be tackled since Detroit cannot just jack up taxes to reduce the cumulative budget deficit, which grew to $326.6 million in fiscal 2012 from $196.6 million in fiscal 2011. The state would likely resist tax increases, and they might only make matters worse anyway. "If taxes go up any further it would exacerbate the flight out of the city," Newman said.

But for some of those who have seen Detroit struggle for years, bankruptcy is starting to look like the least awful option - even though it will be painful.

"I think...off and on, that it wouldn't be a bad idea," said former Ford chief financial officer Allan Gilmour, now the president of Detroit's Wayne State University. "Let's clean this out once and for all."

Students at Pa. school must ask for toilet paper

MAHANOY CITY, Pa. (AP) ? An eastern Pennsylvania high school says vandalism forced it to create a policy in which toilet paper has been taken out of the boys' bathrooms.

Boys at Mahanoy Area High School now must go to the school office to request toilet paper and sign it out. Principal Thomas Smith says that's helped solve a major problem of intentionally clogging toilets that's been going on for two years.

Smith says boys must sign out the toilet paper and then sign it back in. But the Republican-Herald of Pottsville reports (http://bit.ly/X3shAR ) some parents are protesting the policy.

Parent Karen Yedsena says some students are too embarrassed to go to the office to get toilet paper and are going home sick instead. School officials say they aren't aware of any such problems.

Neglect, errors to blame in Brazil nightclub fire

SANTA MARIA, Brazil (AP) ? There was no fire alarm. There were no sprinklers or fire escapes. And when a band member tried to put out a fire that had been started by pyrotechnics, the extinguisher didn't work.

All the elements were in place for the tragedy at the Kiss nightclub early Sunday. The result was the world's worst fire of its kind in more than a decade, with 231 people dead and this southern Brazilian city in shock and mourning.

Funerals began on Monday, as reports continued to emerge about the accumulation of neglect and errors at the packed night spot.

Brazilian police said they detained three people in connection with the blaze, while the newspaper O Globo said on its website that a fourth person had surrendered to police. Police Inspector Ranolfo Vieira Junior said the detentions were part of the ongoing police probe and those detained can be held for up to five days.

Vieira declined to identify those detained, but the Brazilian newspaper Zero Hora quotes lawyer Jader Marques saying his client Elissandro Spohr, a co-owner of the club, had been held.

The paper said police also detained two members of the band that was performing when the blaze broke out in this university town of about 260,000 people. The band's guitarist told Brazilian media he saw flames lick the ceiling after the group's spark machine was deployed.

More than 100 people remained hospitalized for smoke, local officials said. Paulo Afonso Beltrame, a doctor helping coordinate the emergency response, said he was optimistic that those injured would pull through.

"It's impossible to predict what will happen, because they are all in a very delicate state, but there's hope for all of them," said Beltrame, adding that more than 40 survivors had been sent to neighboring cities for treatment of burns and smoke inhalation. "One of the problems we're having here is that all these people need to be on respirators and we don't have enough respirators in the city."

Funeral services were held for several of the 231 victims, most of them college students 18 to 21 years old. Some of the victims were minors. Most died from smoke inhalation rather than burns.

Initial reports suggested the tragedy was the result of a series of failures. Police have said they think the pyrotechnics ignited flammable sound insulation on the ceiling.

Other witnesses said security guards who didn't know about the blaze initially blocked people from leaving without paying their bills. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they're allowed to leave. Many of the dead were found in the club's two bathrooms, where the blinding smoke caused them to believe the doors were exits.

Rodrigo Martins, a guitarist for the group Gurizada Fandangueira, told Globo TV network in an interview Monday that the flames broke out minutes after the deployment of a pyrotechnic machine that fans out colored sparks, at around 2:30 a.m. local time.

"I felt that something was falling from the roof and I looked up and I saw the fire was spreading, and I shouted 'Look, it's catching on fire, man, it's catching fire,'" Martins said. "Then the drummer tried to throw water on it, and it looked like the fire spread more then. Then the security guards came with an extinguisher, tried to use it, but it didn't work."

He added that the club was packed and estimated the crowd at about 1,200-1,300 people.

"I thought I was going to die there. There was nothing I could do, with the fire spreading and people screaming in front."

Martins confirmed that the group's accordion player Danilo Jacques, 28, died, while the five other band members made it out safely. Martins said he thought Jacques made it out of the building and later returned to save his accordion.

Martins said the group nearly always used the so-called Sputnik pyrotechnics machine and that it had never before caused any problem, even in smaller venues. An electrical short circuit could also possibly have been to blame for the fire, he suggested.

Still, police were leaning toward the pyrotechnics as the likely cause of the tragedy. Police inspector Antonio Firmino, who's part of the team investigating Sunday's blaze, said it appeared the club's ceiling was covered with an insulating foam made from a combustible material that ignited with the pyrotechnics. He said the number and state of the exits is under investigation but that it appeared that a second door was "inadequate," as it was small and protected by bars that wouldn't open.

Television images from Santa Maria showed black smoke billowing out of the Kiss nightclub as shirtless young men who attended the university party joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside. Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. About half of those killed were men, and another half women.

The party was organized by students from several academic departments at the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

Beltrame said he was told the club had been filled far beyond its capacity, and the crowds and thickness of the smoke made it hard for people to find their way out.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame said. "The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom."

Beltrame said people who were inside the club and thought they made it out safely have started to turn up at area hospitals with symptoms of smoke inhalation, which he said can take hours or even days to appear. He estimated that around 15 people have sought out help in the past few hours and said some have had to be intubated.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309 people.

TORONTO (AP) ? Canadian immigration officials have denied U.S. actor Randy Quaid's request for permanent resident status in Canada.

A Canadian government official confirmed late Saturday his request for permanent status has been denied. The official spoke on condition of anonymity because they were not authorized to speak publicly. Quaid can appeal the decision to the federal court.

U.S. officials last year refused to seek extradition of the actor and his wife from Canada to face felony vandalism charges in Santa Barbara, California, but authorities in the coastal town say they'll still have the couple arrested if they return to the states.?

Quaid has sought to stay in Canada, claiming he was being hunted by "Hollywood star-whackers" who had killed his friends David Carradine and Heath Ledger.?

Quaid's trouble began in 2010 when he and his wife were arrested for causing more than $5,000 damage at a hillside home they were renting.?

Randy Quaid is the older brother of actor Dennis Quaid and is best-known for his roles in films such as "National Lampoon's Vacation" and "Independence Day." He won a Golden Globe award for his depiction of President Lyndon Johnson in a TV movie in the late 1980s.

AP Source: Titans interested in hiring Williams

(AP) ? Gregg Williams may be a step closer to returning to the NFL after being suspended indefinitely for his role in the Saints' bounty program.

Titans coach Mike Munchak has talked with Williams and is interested in adding him to his Tennessee staff, said a person familiar with the situation. The person spoke Sunday to The Associated Press on the condition of anonymity because the Titans do not discuss personnel moves until they are finalized.

Before the Titans could hire Williams, he must be reinstated by the league. Commissioner Roger Goodell suspended him indefinitely for his role in the New Orleans Saints bounty program, and NFL spokesman Greg Aiello said Sunday the league has not yet addressed Williams' potential reinstatement.

Munchak did not immediately answer a message left by the AP on Sunday. The Titans coach has not talked with the media about his team since the day after the season ended.

How quickly the league considers reinstating Williams may take at least a week with the San Francisco 49ers arriving in New Orleans on Sunday to kick off festivities leading up to the Feb. 3 Super Bowl.

Williams is the only coach or player who has yet to return to the NFL in the wake of the bounty scandal.

Goodell just lifted the suspension for New Orleans coach Sean Payton on Tuesday, nearly two weeks earlier than expected. Saints general manager Mickey Loomis was suspended for eight games and assistant head coach Joe Vitt for six. Four current or former Saints players were also suspended after an investigation found the club had a performance pool offering cash rewards for key plays, including big hits. The player suspensions eventually were overturned.

Williams was the Saints defensive coordinator from 2009-11 and was hired by St. Louis in January 2012 by former Titans coach Jeff Fisher before being suspended indefinitely in March 20112. Williams' son, Blake, also was on Fisher's staff as the Rams' linebacker coach ? but his contract was not renewed earlier this month.

Munchak has known Williams since 1990. Munchak was playing for the then-Houston Oilers when Williams became an assistant coach with the team. They also coached together with the Oilers; Munchak oversaw the offensive line starting in 1994 and Williams rose from defensive assistant to coaching special teams, then linebackers and finally defensive coordinator.

Williams left the Titans to become head coach of the Buffalo Bills in 2001 before becoming defensive coordinator with the Washington Redskins from 2004-07. He also was defensive coordinator in Jacksonville in 2008 before being hired by the Saints in 2009.

Williams also has a relationship with Munchak's current defensive coordinator, Jerry Gray. When Williams left for Buffalo, Gray went with him and served as Williams' defensive coordinator with the Bills.

Even though Gray currently has the job, the Titans' defense needs help and Munchak will be coaching for his job in 2013 after going 6-10 in his second season as head coach. One reason for the losing record was Tennessee's inability to stop anyone; the Titans set a franchise record allowing 471 points in 2012. The only change Munchak has made to his defensive staff was letting linebackers coach Frank Bush go and moving Chet Paralavecchio into the job from assisting with special teams.

In Williams' last season with the Titans, Tennessee ranked first in the NFL in fewest yards allowed, first in passing yards allowed and third in rushing defense. The Titans also set a franchise-record for fewest points allowed with 191 with an aggressive defense.

Dung beetles look to the stars

JOHANNESBURG (Reuters) - A species of South African dung beetle has been shown to use the Milky Way to navigate, making it the only known animal that turns to the galactic spray of stars across the night sky for direction.

Researchers have known for several years that the inch-long insects use the sun or moon as fixed points to ensure they keep rolling dung balls in a straight line - the quickest way of getting away from other beetles at the dung heap.

But scientists have puzzled over how the beetles, which perform an orientation dance on top of their dung balls before setting off, achieve a straight line on moonless nights.

To prove the Milky Way theory, scientists at Johannesburg's Wits University took beetles into the university planetarium to see how they fared with a normal night sky, and then one devoid of the Milky Way.

"The dung beetles don't care which direction they're going in. They just need to get away from the bun fight at the poo pile," Wits professor Marcus Byrne said. "But when we turned off the Milky Way, the beetles got lost."

And on cloudy nights without a moon or stars?

"They probably just stay at home," Byrne said.

Obama climate push to tie environment, jobs: White House adviser

WASHINGTON (Reuters) - President Barack Obama will renew his push to spur investment in renewable energy projects that create jobs as a key part of his second-term strategy for tackling climate change, a top White House policy adviser said on Thursday.

This time around, though, Obama won't have the $90 billion in economic stimulus funds that his administration earlier pumped into clean energy and "green jobs" projects.

Instead, Obama wants to see "targeted and smart" investments in research and demonstration projects, and will also use the upcoming corporate tax reform process to try to "level the playing field" for renewable forms of energy, said Brian Deese, deputy director of the National Economic Council.

Obama's first-term clean energy efforts were tarnished by failed loans to companies like Solyndra, the California solar panel maker that went bankrupt in 2011 after receiving more than $527 million in government backing.

But Obama has continued to argue that the United States cannot fall behind in a global clean energy race dominated by countries like China, South Korea and Germany, which heavily subsidize their domestic industries.

"Our political system and our private sector are never going to operate in the way that some of those countries operate to strategically support targeted industries and go all-in in that way," Deese told a National Journal/The Atlantic event on energy innovation.

"The question for us is, how do we have an American-style approach that actually leverages the strengths that we have, while not ceding the race completely?" Deese said.

CREATING JOBS WHILE TACKLING CLIMATE ISSUES

Obama made a passionate pledge in his second inaugural address on Tuesday to combat climate change, citing recent fires, drought and storms, "knowing that the failure to do so would betray our children and future generations."

While those words attracted a lot of attention, what came next in the speech was also important, Deese said - Obama's contention that the nation must use more "sustainable energy sources" to maintain its "economic vitality" as well as to protect the environment. "We cannot cede to other nations the technology that will power new jobs and new industries, we must claim its promise," Obama said.

The White House is realistic about the slim chances of advancing comprehensive climate legislation in Congress, where many Republicans are staunchly opposed.

Instead, Deese said the administration will look for ways to use other types of legislation to accomplish clean energy goals, including upcoming efforts to overhaul the tax code.

"The way that corporate tax reform gets done could have a dramatic effect, long-term, about the incentives for investment in the United States for different types of technologies, renewable technologies," said Deese, who works on tax policy and manufacturing issues.

Obama recently pushed for an extension of the wind production tax credit and other clean energy tax credits as part of the "fiscal cliff" deal with Congress, Deese noted.

Tax breaks for traditional fossil fuel production have long been enshrined in the U.S. tax code, Deese said.

"One of the things the president has talked about is ... at a minimum, we should have a level playing field" for renewable energy, he said.

FISCAL, POLITICAL REALITIES

Obama also wants to explore "targeted and smart investments to help catalyze renewable energy technologies" that can lead to more U.S. manufacturing jobs, said Deese, adding that projects to make buildings become more energy efficient is another area of promise.

He said Obama still would like to see Congress pass a "clean energy standard" with annual targets for electricity from clean sources that would allow utilities to decide what type of renewable power source would best fill the quota.

Obama also may take actions that don't require congressional approval or spending, such as the increase in fuel economy standards set during his first term that will cut carbon pollution and fossil fuel use dramatically over 25 years.

"You saw the president not hesitate to use administrative action when he ran up against barriers in Congress," Deese said.

Hurricane sound waves could aid forecasting

Hurricanes generate sound waves detectable through the air thousands of miles away, which could be a good way to measure the wave conditions near these storms, a new study suggests.

Such findings could help improve models to predict and prepare for dangerous storms, the scientists behind the study said.

Hurricanes can generate winds of more than 160 mph (250 kph), whipping up the sea surface to waves up to 70 feet (20 meters) high. When one such ocean wave slams into an equally tall wave traveling in the opposite direction, the collision results in low-frequency sound waves in the atmosphere that scientific instruments can hear thousands of miles away. These infrasound signals are known as microbaroms.

"Signals of ocean waves were first observed in seismic records in the early 1900s and were considered noise to their earthquake signals," said researcher Kwok Fai Cheung, an ocean engineer at the University of Hawaii at Manoa. "In the 1940s, articles were published in scientific journals tracing the signals recorded in the middle of North America to marine storms. This is reinforced by a paper published by Russian scientists in the 1990s that traced the origin of infrasound signals recorded in Siberia to the hurricanes in the Pacific."

As hurricanes move, past studies revealed, waves they generated earlier in time will interact with ones they generate later. This produces a strong microbarom signal in the storm's wake. Indeed, it is possible "to hear storms making waves halfway across the globe," said researcher Justin Stopa, an ocean engineer also at the University of Hawaii at Manoa.

Storms signals
In principle, listening to microbaroms can help researchers continuously monitor ocean wave activity and track marine storms. "The strongest infrasound signals come from the storm center, which is the most dangerous portion of the hurricane," Stopa told OurAmazingPlanet.

However, regular surface ocean behavior generates microbaroms as well, including ocean swell, surface waves and other kinds of storms. To see if they could tell the difference between microbaroms from different sources, researchers used an International Monitoring System infrasound sensor array in Hawaii to monitor signals generated during the passage of Hurricanes Neki and Felicia in 2009. Neki peaked as a Category 3 tropical cyclone with maximum sustained wind speeds of 120 mph (194 kph), while Felicia peaked as a Category 4 tropical cyclone with maximum sustained wind speeds of 129 mph (208 kph). (Tropical cyclone is the generic term for hurricanes, tropical storms and typhoons.)

Using modeled wind speed data, the investigators simulated wave conditions during the hurricanes. These estimates served as the basis of an acoustic model to calculate microbarom activity.

The research team's predictions matched the microbarom signals the Hawaii sensor array detected. In fact, the scientists note the microbaroms from the hurricanes drowned out the much weaker signals from other phenomena.

Understanding hurricane behavior
The researchers are now extending their study to storms across the globe with the aid of French colleagues and are also investigating whether they can analyze extratropical storms and large-scale weather patterns in addition to hurricanes. (Extratropical storms are powered by the temperatures differences across a frontal system, whereas tropical storms are fueled by convection and warm tropical waters.)

"This combination of observations and simulated data will enable better understanding of marine storms, including hurricane behavior and our climate," Stopa said. "This will enable better models that have the ability to predict and mitigate hazards harmful to humankind." [ In Photos: Notorious Retired Hurricane Names ]

The models need further refinement, however, the researchers noted.

"There is much more work that needs to be done before infrasound measurements can be used as a forecasting tool," Cheung told OurAmazingPlanet. The atmosphere is a difficult environment to model how sound travels due to rapidly changing conditions there, which affect the density of air and thus the speed of sound through it. These new findings "represent a first step of this long process," Cheung said.

Stopa, Cheung and their colleagues Milton Garc?s and Nickles Badger detailed their findings in the December issue of the Journal of Geophysical Research-Oceans.
